Whereas current work appears inadequate, either because of the nature of the work itself or because the means available to the Member States do not enable them to increase their efforts in the field of the conservation, characterization, collection and utilization of genetic resources in agriculture; whereas, in accordance with the principle of subsidiarity, the European Community should be able to support and supplement the efforts made in the Member States in such cases, thus helping to meet the obligations which weigh on the Community to protect the environment and maintain the countryside, and to develop and implement plans for the conservation and sustainable use of biological diversity; whereas the problem of conservation of genetic resources in agriculture has a transnational dimension and concerns all Member States, but to date there has been no specific programme of action in this area at Community level; whereas the best solution is to add value by concerting existing actions and supporting new high-priority actions; whereas inaction would lead to inefficiency and loss of genetic resources;
considérant que ces travaux apparaissent actuellement insuffisants, soit par suite de leur nature même, soit parce que les moyens dont disposent les États membres ne leur permettent pas d'accroître leurs efforts en matière de conservation, de caractérisation, de collecte et d'utilisation des ressources génétiques en agriculture; que, dans ces cas, conformément au principe de la subsidiarité, la Communauté doit pouvoir soutenir et compléter les efforts entrepris dans les États membres, ce qui l'aidera à remplir ses obligations pour protéger l'environnement et entretenir le paysage, ainsi que pour développer et mettre en oeuvre des plans pour la conservation et l'utilisation durable de la diversité biologique; que le problème de la conservation des ressources génétiques en agriculture a une dimension transnationale et concerne tous les États membres, mais que jusqu'à maintenant il n'y a pas eu de programme spécifique dans ce domaine au niveau communautaire; que la meilleure solution pour une valorisation est la concertation entre les actions déjà en cours et l'encouragement de nouvelles actions hautement prioritaires; que l'inaction conduirait à une inefficacité et à une perte de ressources génétiques;
