IN-CONTEXT TRANSLATIONS

Article 10b(5) of Regulation (EC) No 73/2009 provides that the Member States decide on, and communicate to the Commission the rate of voluntary adjustment for the whole territory and, where applicable, for each region and the total amount to be reduced under voluntary adjustment for the whole territory and, where applicable, for each region.

The Commission invites Member States to: – explore the possibility of using together with regional authorities, the European Social Fund (ESF) for workers' retraining and re-skilling, including by setting up a specific funding measure related to the steel sector, – explore the possibility of using structural funds, together with regional authorities, in the next programming period, with a view to alleviate the social impacts of restructuring in the steel sector, – conclude the on-going negotiations on the proposal for a Regulation on the European Globalisation Adjustment Fund (EGF) for the programming period 2014-2020[67] and requesting its use, – facilitate dialogue between social partners in view of reaching an agreement on temporary initiatives to maintain jobs, such as the possibility of introducing labour flexibility schemes, with regard notably to cyclical adjustment.
La Commission invite les États membres à: – examiner la possibilité de recourir, de concert avec les autorités régionales, au Fonds social européen (FSE) pour financer le recyclage et la requalification des travailleurs, notamment en créant un outil de financement spécifique au secteur sidérurgique; – examiner la possibilité de recourir, de concert avec les autorités régionales, aux fonds structurels au cours de la prochaine période de programmation, en vue d’atténuer les répercussions sociales des restructurations dans le secteur sidérurgique; – conclure les négociations en cours concernant la proposition de règlement relatif au Fonds européen d’ajustement à la mondialisation (FEM) pour la période 2014-2020[67] et requérir son utilisation; – faciliter le dialogue entre partenaires sociaux en vue de trouver un accord sur des initiatives temporaires de maintien de l’emploi, telles que la possibilité de mettre en place des mécanismes de flexibilité du travail, notamment en ce qui concerne les ajustements cycliques.

However, I believe that this agreement is not perfect and may cause some problems in the future. I therefore urge the Commission to submit at the earliest possible opportunity an impact assessment of the effects of the banana trade agreements on banana-producing developing countries and the European outermost regions until 2020, so that we can appraise these countries’ difficulties and act accordingly and, if necessary, adjust and strengthen the Programme of Options Specifically Relating to Remoteness and Insularity.

– (PT) The request submitted by Spain for assistance from the European Globalisation Adjustment Fund (EGF) concerns 544 redundancies (350 of which are eligible to receive support) at 143 companies operating in NACE Revision 2 Division 13 (manufacture of textiles) in the NUTS II region of Comunidad Valenciana. According to the Commission’s assessment, this application fulfils all the legally established eligibility criteria.
– (PT) La demande d’aide introduite par l’Espagne pour la libération du Fonds d’ajustement à la mondialisation (FEM) concerne 544 licenciements (dont 350 sont directement concernés par l’aide) survenus dans 143 entreprises relevant de la division 13 de la NACE Rév. 2 (Fabrication de textiles) et situées dans la Communauté de Valence («Comunidad Valenciana»), région de niveau NUTS II. Selon l’évaluation de la Commission, cette demande, remplit tous les critères d’éligibilité établis légalement.

– (FR) I voted in favour of the report by my esteemed German colleague and friend, Mr Böge, calling on the European Parliament to approve the proposal for a decision on mobilisation of the European Globalisation Adjustment Fund (EGF) to provide EUR 4.1 million in commitment and payment appropriations to help the Spanish and Portuguese textile sectors (Catalonia and Norte-Centro regions). The aim is to provide aid for the workers affected by the consequences of the significant changes in the structure of international trade and to help them re-enter the labour market.
– J’ai voté le rapport de mon excellent collègue allemand et ami Reimer Böge appelant le Parlement européen à approuver la proposition de décision sur la mobilisation du Fonds européen d’ajustement à la mondialisation (FEM) à hauteur de 4,1 millions d’euros en crédits d’engagement et de paiement afin de venir en aide au secteur textile espagnol et portugais (régions de Catalogne et du Norte-Centro), pour apporter une aide aux travailleurs touchés par les conséquences des modifications notables de la structure du commerce mondial et aider leur réinsertion sur le marché du travail.

Ten years later, although the fundamental principles and values underlying the Barcelona Process remain truly valid, a certain number of regional and international parameters have changed, be it the 2004 enlargement of the EU and its new neighbourhood in the East, the candidate-member status of Turkey, the fallback into violence in the Middle East, the Iraq crisis, or the wide-ranging outbreak of terrorism and its impact on societies. The Barcelona Declaration remains still valid in its essence, but its implementation definitely needs to be adjusted and enhanced in order to enable the EMP to face present challenges and to adapt to a modified regional and international environment.
