Let nobody tell me that merely labelling beef from cloned animals or their offspring could be considered an honourable and satisfactory agreement for Parliament, because this was little more than no agreement at all. Let us now draw a veil over all that and look to the future.

Indeed, the Council was unable to reach agreement on a compromise package and it did not, if the truth be known, seem to me to be particularly interested in achieving such an agreement with Parliament.

The Commission adopted on 13 November 1995 the draft decision of the Council and of the Commission concerning the conclusion of this Agreement. The Parliament approved it on 29 February 1996 (265 votes in favour, 2 against, 3 abstentions) following a report by the Honourable Member Luigi Calligaris.

A decision to use this instrument is taken during the budgetary procedure by joint agreement between Parliament and the Council, on a proposal from the Commission.
