This morning the finance committee has the pleasure to hear from a number of very interesting organizations: the Calgary Chamber of Commerce, the Canadian Association of Petroleum Producers, the Coal Association of Canada, the City of Calgary, the Alberta Urban Municipalities Association, and the Canadian Dehydrators Association.

Modifications made to the act in fall 2012 reflect long-standing consultation started in 2009 for minor works amendments with many groups across the country, such as the Federation of Canadian Municipalities, the Saskatchewan Association of Rural Municipalities, the Association of Manitoba Municipalities, the Alberta Association of Municipal Districts and Counties, the Alberta Urban Municipalities Association, the Association of Municipalities of Ontario, the Canadian Construction Association, the Assembly of First Nations and provincial governments.

Believes that the Commission could pay more attention to twinning arrangements between towns, municipalities and regions, which have for many years provided an excellent forum for cultural and creative cooperation and information exchange; calls on the Commission in cooperation with European associations of local and regional authorities to promote modern, high-quality twinning initiatives and exchanges that involve all parts of society;

If the government were to give the Alberta municipalities' association a choice of taking it through this kind of program with all of the political aspects or having a dedicated source of revenue through some kind of thing like the excise tax on fuel, I am sure the response from those same officials would be that they would rather have a dedicated source that is predictable and there all the time rather than these knee-jerk programs that come from the government to buy votes.

The Association of Dutch Municipalities (VNG) and the Social and Cultural Planning Office (SCP) provided input and advice to the working group.

I wish here to raise the alarm about the offensive conducted by Front National controlled municipalities in France against culture and democracy. This includes closing pluralist cultural centres, withdrawing from public libraries certain publications and work which are considered pernicious (pedagogical and philosophical works), cutting subsidies for social integration and cultural associations, censoring films, sacking the heads of cultural centres (like at Chateauvallon) and destroying sculptures (such as the sculpture of René Guiffrey at Toulon).

In the provinces, and Alberta is a good example, we have the Alberta Urban Municipalities Association, which represents the political interests of the urban municipalities in the province of Alberta.
