Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: Considerable cultural variations occur in the presentation of this disorder, and two main types occur, with substantial overlap. CONSIDERING THAT The Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Tunisia, of the other part, hereinafter referred to as ‘the Euro-Mediterranean Agreement’ was signed in Brussels on 17 July 1995, entered into force on 1 March 1998 and was amended notably by the Protocol to the Euro-Mediterranean Agreement establishing an association between the European Community and its Member States, of the one part, and the Republic of Tunisia, of the other part, to take account of the accession of the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic to the European Union (1) and by Decision No 1/2006 of the EU-Tunisia Association Council of 28 July 2006 amending Protocol 4 to the Euro-Mediterranean Agreement concerning the definition of the concept of originating products and methods of administrative cooperation (2);
CONSIDÉRANT que l'accord euro-méditerranéen établissant une association entre la Communauté européenne et ses États membres, d'une part, et la République tunisienne, d'autre part, ci-après dénommé «accord euro-méditerranéen», a été signé à Bruxelles le 17 juillet 1995, est entré en vigueur le 1er mars 1998 et a été notamment modifié par le protocole à l'accord euro-méditerranéen établissant une association entre la Communauté européenne et ses États membres, d'une part, et la République tunisienne, d'autre part,pour tenir compte de l'adhésion à l'Union européenne de la République tchèque, de la République d'Estonie, de la République de Chypre, de la République de Lettonie, de la République de Lituanie, de la République de Hongrie, de la République de Malte, de la République de Pologne, de la République de Slovénie et de la République slovaque (1) et par la décision no 1/2006 du Conseil d'association UE-Tunisie du 28 juillet 2006 modifiant le protocole no 4 à l'accord euro-méditerranéen, relatif à la définition de la notion de produits originaires et aux méthodes de coopération administrative (2);

(t) 'specimen` shall mean any animal or plant, whether alive or dead, of the species listed in Annexes A to D, any part or derivative thereof, whether or not contained in other goods, as well as any other goods which appear from an accompanying document, the packaging or a mark or label, or from any other circumstances, to be or to contain parts or derivatives of animals or plants of those species, unless such parts or derivatives are specifically exempted from the provisions of this Regulation or from the provisions relating to the Annex in which the species concerned is listed by means of an indication to that effect in the Annexes concerned.

Relations with Bulgaria and Romania The Council adopted Decisions concerning the conclusion of two exchanges of letters amending the Interim Agreements and the Europe Agreements: - approving the exchange of letters between the EC and Bulgaria amending the Interim Agreement on trade and trade-related measures between the EEC and the ECSC, of the one part, and the Republic of Bulgaria, of the other part, and the Europe Agreement establishing an association between the EC and its Member States, of the one part, and the Republic of Bulgaria, of the other part, both as amended by the Additional Protocol signed on 21 December 1993; - approving the Agreement in the form of an exchange of letters between the EC and Romania amending the Interim Agreement on trade and trade- related measures between the EEC and the ECSC, of the one part, and Romania, of the other part, and the Europe Agreement establishing an association between the EC and its Member States, of the one part, and Romania, of the other part, both as amended by the Additional Protocol signed on 21 December 1993.
Relations avec la Bulgarie et la Roumanie Le Conseil a arrêté les décisions concernant la conclusion de deux échanges de lettres modifiant les Accords intérimaires et les Accords européens : - approuvant l'échange de lettre entre la CE et la Bulgarie modifiant l'accord intérimaire pour le commerce et les mesures d'accompagnement entre la CEE et la CECA, d'une part, et la République de Bulgarie, d'autre part, et l'accord européen établissant une association entre les CE et leurs Etats membres, d'une part, et la République de Bulgarie, d'autre part, dans leur version modifiée par le protocole additionnel signé le 21 décembre 1993 ; - approuvant l'accord sous forme d'échange de lettres entre la CE et la Roumanie modifiant l'accord intérimaire pour le commerce et les mesures d'accompagnement entre la CEE et la CECA, d'une part, et la Roumanie, d'autre part, ainsi que l'accord européen établissant une association entre les CE et leurs Etats membres, d'une part, et la Roumanie, d'autre part, dans leur version modifiée par le protocole additionnel signé le 21 décembre 1993.
