In the light of practical experience, rules should be included in this Regulation in order to follow evolving requirements of budget implementation such as co-financing with other donors, to increase the efficiency of external aid, to facilitate the use of specific financial instruments including those concluded with the European Investment Bank (EIB) and to facilitate budget implementation through public-private partnerships ("PPPs").

I combined the practice and theory of public finance in Slovenia by (co)writing two books in this field: Zakon o javnih financah s komentarjem (‘Public Finance Act with Comments’), published in 2001, and Proračunsko pravo (‘Budget Law’), the first Slovene book on budget law, the development of public finance and composition of budgets, budget preparation procedures, budget implementation, asset management and borrowing, budget reporting, budget supervision and the relationship between the EU budget and the Slovenian budget.

This method should lead to an assessment of gender aspects (and the gender impact) of all public policies and, in particular, all budgetary policies. It calls for constant monitoring of the effects of public policies from a gender perspective. It implies the involvement and active participation of women in identifying their needs and defining specific measures. It should result in more effective, efficient and transparent use of public funds. It calls for the definition of clear priorities (policy decisions and public responsibilities of political authorities) rather than an increase in expenditure under the various budgetary items. It highlights the need to restructure and redefine public expenditure rather than to change the overall amount of the budget.
Cette méthode incite à l'évaluation des aspects de genre (et de l'impact de genre) par rapport à toute politique publique et, notamment, à toute politique budgétaire; elle requiert la surveillance constante des effets des politiques publiques selon une perspective de genre; elle implique l'association et la participation actives des femmes dans l'identification de leurs besoins et dans la définition de mesures spécifiques; elle détermine une utilisation plus efficace, plus efficiente et plus transparente des ressources publiques; elle fait obligation de définir des priorités claires (choix politiques et responsabilité publique des autorités politiques) plutôt que d'accroître les dépenses dans les divers postes budgétaires; elle met en exergue la nécessité de restructurer et de redéfinir les dépenses publiques plutôt que de modifier le montant budgétaire global.
