Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Relations with Bulgaria and Romania The Council adopted Decisions concerning the conclusion of two exchanges of letters amending the Interim Agreements and the Europe Agreements: - approving the exchange of letters between the EC and Bulgaria amending the Interim Agreement on trade and trade-related measures between the EEC and the ECSC, of the one part, and the Republic of Bulgaria, of the other part, and the Europe Agreement establishing an association between the EC and its Member States, of the one part, and the Republic of Bulgaria, of the other part, both as amended by the Additional Protocol signed on 21 December 1993; - approving the Agreement in the form of an exchange of letters between the EC and Romania amending the Interim Agreement on trade and trade- related measures between the EEC and the ECSC, of the one part, and Romania, of the other part, and the Europe Agreement establishing an association between the EC and its Member States, of the one part, and Romania, of the other part, both as amended by the Additional Protocol signed on 21 December 1993.
Relations avec la Bulgarie et la Roumanie Le Conseil a arrêté les décisions concernant la conclusion de deux échanges de lettres modifiant les Accords intérimaires et les Accords européens : - approuvant l'échange de lettre entre la CE et la Bulgarie modifiant l'accord intérimaire pour le commerce et les mesures d'accompagnement entre la CEE et la CECA, d'une part, et la République de Bulgarie, d'autre part, et l'accord européen établissant une association entre les CE et leurs Etats membres, d'une part, et la République de Bulgarie, d'autre part, dans leur version modifiée par le protocole additionnel signé le 21 décembre 1993 ; - approuvant l'accord sous forme d'échange de lettres entre la CE et la Roumanie modifiant l'accord intérimaire pour le commerce et les mesures d'accompagnement entre la CEE et la CECA, d'une part, et la Roumanie, d'autre part, ainsi que l'accord européen établissant une association entre les CE et leurs Etats membres, d'une part, et la Roumanie, d'autre part, dans leur version modifiée par le protocole additionnel signé le 21 décembre 1993.

Although neither the fact of obtaining protection for body parts (in the Renault case) nor the refusal to license exclusive rights against payment of a royalty (in the Volvo case) constitutes in itself an abuse of a dominant position, the Court affirmed in both judgments that the exercise of the exclusive rights in question in relation to body parts for cars may be prohibited by Article 86 if it leads to certain abusive behaviour on the part of the dominant company, citing as examples of such behaviour the arbitrary refusal to supply spare parts to independent repairers, the charging of unfair prices for spare parts, and the ceasing of production of parts for a model large numbers of which are still in circulation.
Bien que ni le fait d'obtenir une protection pour des pièces détachées (dans l'affaire Renault) ni le refus d'accorder une licence exclusive moyennant une redevance (dans l'affaire Volvo) ne constituent en soi un abus de position dominante, la Cour a affirmé dans les deux arrêts que l'exercice des droits exclusifs considérés sur les pièces détachées pour automobiles pouvait être interdit par les dispositions de l'article 86 s'il consuisait à certains comportements abusifs de la part de la société dominante tels que : refus arbitraire de livrer des pièces détachées à des réparateurs indépendants, fixationdesprixdes pièces détachées à un niveau inéquitable et décision deneplus produire de pièces détachées pour un modèle encore largement en circulation.
