An analysis of the precautionary principle reveals two quite distinct aspects: (i) the political decision to act or not to act as such, which is linked to the factors triggering recourse to the precautionary principle; (ii) in the affirmative, how to act, i.e. the measures resulting from application of the precautionary principle.
L'analyse du principe de précaution fait apparaître deux aspects, de par leur nature, distincts: (i) la décision politique d'agir ou de ne pas agir, liée aux facteurs déclenchant l'utilisation du principe de précaution; (ii) dans l'affirmative, comment agir, c'est-à-dire les mesures résultant d'une telle utilisation du principe de précaution.
