The SEURAT-1[24] initiative ('Safety Evaluation Ultimately Replacing Animal Testing') is unique in that it is a jointly funded initiative by the European Commission and the cosmetics industry, each of which are contributing EUR 25 million between 2011 and 2015.
L’initiative SEURAT-1[24] (initiative en faveur de la recherche de méthodes d’évaluation de la sécurité remplaçant l’expérimentation animale) est unique, car elle est cofinancée par la Commission européenne et l’industrie des cosmétiques, dont les contributions respectives s’élèvent à 25 000 000 EUR pour la période 2011-2015.

1. Where rabies or a disease or an infection other than rabies occurs or spreads in a Member State, a territory or a third country, and is liable to represent a serious threat to public or animal health, the Commission may, acting on its own initiative or at the request of a Member State, adopt one of the following measures, by means of an implementing act, without delay and depending on the gravity of the situation:
1. Calls on the Commission to commit to funding alternative non-animal testing methods through new and existing funding schemes such as Horizon 2020 and the Innovative Medicines Initiative in order to avoid severe and prolonged suffering for animals and to phase out animal testing as soon as possible, as called for by the 1.17 million citizens who signed the European Citizens’ Initiative ‘Stop Vivisection’;

(29) The advisory procedure should be used for the adoption of the initial lists of animal diseases and zoonoses which qualify for funding in the field of animal health, given that those initial lists should merely contain, without any modifications, the animal diseases and zoonoses which already qualify for such funding under Council Decision 2009/470/EC of 25 May 2009 on expenditure in the veterinary field.

This issue has implications in terms of human health, particularly for those who work with these animals, but also of economics, as the competitive future of EU animal husbandry is at stake. Parliament has already debated this issue more than once and has adopted a number of initiatives, like the database, which should be continuously updated.
