The EU sees still an urgent need to swiftly investigate and prosecute all acts of anti-union discrimination, including in export zones.

The three Institutions reiterate the role and responsibility of national Parliaments as laid down in the Treaties, in Protocol No 1 on the role of National Parliaments in the European Union annexed to the Treaty on European Union, to the Treaty on the Functioning of the European Union and to the Treaty establishing the European Atomic Energy Community and in Protocol No 2 on the application of the principles of subsidiarity and proportionality, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union.

Welcomes the registration of 300 new garment trade unions since the start of 2013 but regrets deeply that about 30 of the newly registered trade unions are reportedly no longer active because of severe anti-union retaliation, at times violent, and that about another 30 trade unions have been disbanded as a result of factory closures; notes that the newly registered trade unions represent 4 % of the RMG workforce; is concerned by the increased threats, harassment and physical violence against workers’ representatives and therefore urges the Government of Bangladesh to effectively address unfair labour practices by implementing the necessary measures to prevent, investigate and prosecute wrongdoings – including anti-union discrimination and reprisals – in an expedient and transparent manner; is convinced that adequate training and awareness-raising on labour rights is an effective way of reducing anti-union discrimination;
8. se félicite de l’enregistrement de 300 nouvelles organisations syndicales depuis le début de l’année 2013, mais déplore profondément que, selon les informations disponibles, une trentaine de ces syndicats nouvellement immatriculés aient cessé leurs activités en raison des importantes représailles, s'accompagnant parfois de violences, exercées contre les syndicats, et qu'une trentaine d'autres aient été dissous après la fermeture d'usines; observe que les syndicats nouvellement immatriculés représentent 4 % de la main-d’œuvre du secteur du prêt-à-porter; s'inquiète de la multiplication des menaces, des cas de harcèlement et des violences physiques à l'encontre des représentants des travailleurs et exhorte, par conséquent, le gouvernement du Bangladesh à lutter résolument contre toutes pratiques abusives sur le marché du travail en prenant les mesures nécessaires pour prévenir les infractions – y compris les mesures de discrimination et de représailles dirigées contre les syndicats –, enquêter à leur sujet et poursuivre leurs auteurs, selon une procédure rapide et transparente; est convaincu qu’un niveau adéquat de formation et de sensibilisation en matière de droits des travailleurs constitue un moyen efficace de réduire la discrimination contre les syndicats;

14. Is highly concerned by reports that newly founded trade unions have suffered discrimination, dismissals and reprisals; is appalled by the widespread anti-union discrimination underlined by well documented acts of threats, harassment and physical violence against workers’ representatives, including the murder of the trade union leader Aminul Islam; urges the Government of Bangladesh to effectively address unfair labour practices, by implementing the necessary measures to prevent, investigate and prosecute wrongdoings in an expedient and transparent manner in order to end impunity and also bring the murderers of Aminul Islam to justice; is convinced that adequate training and awareness raising on labour rights is an effective way of reducing anti-union discrimination;
14. se déclare extrêmement préoccupé par les informations concernant les discriminations, les licenciements et les représailles qui ont suivi la formation de nouveaux syndicats; est consterné par la discrimination syndicale généralisée qui sévit au Bangladesh, comme le soulignent les menaces, le harcèlement et les actes de violence physique subis par les travailleurs syndiqués – d'après des témoignages établis –, et notamment par l'assassinat d'Aminul Islam, dirigeant syndical; invite instamment le gouvernement du Bangladesh à éradiquer efficacement les pratiques contraires aux droits des travailleurs en appliquant les mesures nécessaires pour prévenir les actes répréhensibles, enquêter sur ces actes et poursuivre les responsables en justice, le tout avec diligence et de manière transparente, de sorte à mettre fin à l'impunité et faire répondre de leurs actes les meurtriers d'Aminul Islam; est convaincu qu'un moyen efficace de réduire la discrimination syndicale réside dans une campagne de formation et de sensibilisation appropriée en matière de droits des travailleurs;
