On 3 October 2001, the European Parliament adopted a Resolution on the Council's second Annual Report according to Operative Provision 8 of the European Union Code of Conduct on Arms Exports, urging the Commission to act swiftly to bring forward an appropriate Community instrument banning the promotion, trade and export of police and security equipment the use of which is inherently cruel, inhuman or degrading, and to ensure that that Community instrument would suspend the transfer of police and security equipment the medical effects of which are not fully known, and of such equipment where its use in practice has revealed a substantial risk of abuse or unwarranted injury.

Where appropriate, Community financial support could be available under the national, regional and cross-border programmes of the ENPI, other external assistance instruments and, for EU Member States, the European Regional Development Fund.

(6) The Council in its Conclusions of 26 November 1998 on the future framework for Community action in the field of public health(17), and in its Resolution of 8 June 1999(18), the Economic and Social Committee, in its opinion of 9 September 1998(19), the Committee of the Regions, in its Opinion of 19 November 1998(20), and the European Parliament, in its Resolution A4-0082/99 of 12 March 1999(21), welcomed the Commission communication of 15 April 1998 and supported the view that actions at Community level should be set out in one overall programme to run for a period of at least five years and comprising three general objectives, namely improving information for the development of public health, reacting rapidly to health threats and tackling health determinants through health promotion and disease prevention, underpinned by inter-sectoral action and the use of all appropriate Treaty instruments.
(6) Le Conseil, dans ses conclusions du 26 novembre 1998 relatives au futur cadre de l'action communautaire dans le domaine de la santé publique(17) et dans sa résolution du 8 juin 1999(18), le Comité économique et social, dans son avis du 9 septembre 1998(19), le Comité des régions, dans son avis du 19 novembre 1998(20), et le Parlement européen, dans sa résolution A4-0082/99 du 12 mars 1999(21), se sont félicités de la communication de la Commission du 15 avril 1998 et ont confirmé qu'il conviendrait d'inscrire l'action au niveau communautaire dans un programme global, à mener pendant une période d'au moins cinq ans et comprenant trois objectifs généraux, à savoir améliorer l'information aux fins de la santé publique, réagir rapidement aux menaces pour la santé et agir sur les facteurs déterminants pour la santé à travers la promotion de la santé et la prévention des maladies, avec l'appui de mesures intersectorielles et l'utilisation de tous les instruments appropriés prévus par le traité.
