82 (1) In this section, “arranged employment” means an offer of employment, in an occupation listed in Skill Type 0 Management Occupations or Skill Level A or B of the National Occupational Classification matrix, that is made by an employer other than an embassy, high commission or consulate in Canada or an employer whose name appears on the list referred to in subsection 209.91(3) if a period of two years has not elapsed since the day on which the determination referred to in subsection 203(5) or 209.91(1) or (2) was made, for full-time work in Canada that is non-seasonal and indeterminate.

Invites the Member States and the relevant authorities to simplify the process of applying for social housing and to make the allocation of homes more fair, transparent and impartial, according to the specific social, economic and cultural circumstances of each Member State, with a view to eliminating discrimination and to preventing any ‘avoidance effect’ for particularly vulnerable groups, a phenomenon which has the effect of aggravating residential spatial segregation and creating ghettos; draws attention, in this regard, to the pertinence of arrangements employed in some Member States, such as a list of legally defined, precise and transparent allocation criteria to encourage a social mix, anonymised applications for social housing, the advertising of vacant properties, the introduction of rating systems for housing applications, clear separation between the bodies which determine the criteria and those which allocate housing, and appropriate governance arrangements for the allocation of housing in order to promote broad based social mixing;

In its present form, IRPA and its accompanying regulations permit the minister to: increase the pass mark, R76(2) to limit the number of fresh applications as a means for managing the backlog; make use of “restricted occupations”, R73 and R75(2), to better match the flow of immigrants to the labour market needs in Canada; and facilitate the use of “arranged employment”, R82, whereby an offer of employment from a Canadian employer can speed up the processing of the application of the skilled worker the employer would like to hire.

Calls on the Commission and the Council to ensure the active participation of civil society in the various phases involved in preparing, following up and assessing the human rights dialogues and consultations; supports, in this respect, the decision of the Council to involve human rights defenders in the preparation of dialogue and consultation meetings and to consult local human rights defenders and NGOs when establishing human rights priorities in the context of political dialogues and consultations; recommends that experts" seminars, an arrangement employed for structured dialogues and consultations, should likewise be organised for other forms and types of dialogue and consultation;

We propose that the points for arranged employment be granted only when the offers for arranged employment are made for levels O, A, or B of the national occupational classification, which would restrict the application of the section to managers, professionals, and skilled tradespeople.
