On 18 November 2009, Parliament, Council and the Commission therefore agreed to continue the budgetary procedure under the EC Treaty, but also reached an agreement covering the outcome of the budgetary procedure, including Parliament’s vote, which took place in full respect of the Multiannual Financial Framework. The President of the Council has just confirmed the agreement of the Council on the budget we have just voted. This means that Parliament and Council have now reached an agreement on a joint text, respecting the aim and purpose of Article 314. I thus note that the budgetary procedure, that was initiated under Article 272 of the Treaty establishing the European Community and continued under Article 314 of the Treaty on the Functioning of the European Union, has been completed in accordance with Article 314 of the Treaty on the Functioning of the European Union and the Multiannual Financial Framework. The budgetary procedure can thus be deemed to be completed and the budget is declared definitively adopted’.

LE CONSEIL DE L'UNION EUROPEENNE, vu l'article K.3, paragraphe 2, point b), du traité sur l'Union européenne; vu l'initiative de la République italienne; considérant que les Etats membres considèrent d'intérêt commun l'adoption de mesures visant à l'amélioration de la coopération judiciaire, tant pénale que civile; considérant qu'à cette fin, l'échange de magistrats ou de fonctionnaires de liaison entre les Etats membres qui le désirent, constitue une mesure utile et souhaitable; considérant que cet échange de magistrats de liaison pourra accroître la rapidité et l'efficacité de la coopération judiciaire, facilitant également une meilleure compréhension réciproque des systèmes juridiques et judiciaires des Etats membres; considérant qu'une coopération judiciaire plus efficace en matière pénale pourra également aider à combattre efficacement la criminalité transnationale dans toutes ses formes, notamment en connexion avec les activités de la criminalité organisée et du terrorisme, ainsi que les actes frauduleux en particulier ceux qui sont commis au détriment des intérêts financiers de la Communauté; considérant que la présente action commune n'affecte pas les régles de procédure existantes en matière de coopération judiciaire, ni les échanges d'information entre les Etats membres et la Commission basés sur d'autres instruments; évaluant favorablement les initiatives déjà prises par un certain nombre d'Etats membres lesquels ont envoyé ou reçu des magistrats de liaison auprès des autorités compétentes en matière de coopération judiciaire ainsi que les initiatives en cours visant à la mise en place d'un réseau effectif de points de contacts judiciaires dans le domaine de la lutte contre la criminalité organisée internationale; ayant considéré la nécessité de définir un cadre juridique clair et utile aux initiatives déjà en cours, afin d'en accroître l'efficacité et d'en favoriser la coordination; A ADOPTE LA PRESENTE ACTION COMMUNE: Article 1 Echange de magis ...

CONSUMER EDUCATION AND INFORMATION - COUNCIL RESOLUTION [1] "THE COUNCIL OF THE EUROPEAN UNION Having regard to the Treaty establishing the European Community; Having regard to the Council Resolution of 9 June 1986 on "Consumer Education in primary and secondary schools"; Having regard to the Council Resolution of 23 June 1986 on "Future orientations of the policy of the European Economic Community for the protection and the promotion of the consumers' interests"; Whereas Article 3(s) of the Treaty stipulates that the activities of the Community shall include a contribution to the strengthening of consumer protection; Whereas, pursuant to Article 129a (1)(b) of the Treaty, the Community is to contribute to the attainment of a high level of consumer protection through specific action which supports and supplements the policy pursued by the Member States to protect the health, safety and economic interests of consumers and to provide adequate information to consumers; Whereas the Second Commission Three Year Action Plan "Placing the single market at the service of the European consumers" (1993-1995) emphasized that it is essential that the advent and the deepening of the large European market make itself felt in consumers' everyday life in the shape of tangible benefits; Whereas the Commission's Strategic Programme and its Communication on "Making the most of the Internal Market" emphasizes that the consumer has a critical role to play in the successful implementation of the Internal Market Programme since it will not operate properly without strong and effective consumer participation, and also that well-informed consumers exercising market choices can accelerate the positive economic effects of an integrated market; Whereas information measures designed to assist consumers to make soundly-based market choices will be more effective if consumers have the background knowledge and appropriate skills necessary to understand such information and to incorporate it ...
EDUCATION ET INFORMATION DU CONSOMMATEUR - RESOLUTION DU CONSEIL "LE CONSEIL DE L'UNION EUROPEENNE, vu le traité instituant la Communauté européenne, vu la résolution du Conseil du 9 juin 1986 concernant "l'éducation du consommateur dans l'enseignement primaire et secondaire", vu la résolution du Conseil du 23 juin 1986 concernant "les futures orientations de la politique de la Communauté économique européenne pour la protection et la promotion des intérêts des consommateurs", considérant que l'article 3 point s du traité précise que l'action de la Communauté comporte une contribution au renforcement de la protection des consommateurs ; considérant que, conformément à l'article 129 A paragraphe 1 point b) du traité, la Communauté contribue à la réalisation d'un niveau élevé de protection des consommateurs par des actions spécifiques qui appuient et complètent la politique menée par les Etats membres en vue de protéger la santé, la sécurité et les intérêts économiques des consommateurs et de leur assurer une information adéquate ; considérant que le deuxième plan d'action triennal de la Commission (1993- 1995) intitulé "Mettre le marché unique au service des consommateurs européens" souligne qu'il est essentiel que l'avènement et l'approfondissement du grand marché européen se traduisent dans la vie quotidienne des consommateurs par des avantages concrets ; considérant que le programme stratégique de la Commission et sa communication intitulée "Tirer le meilleur parti du marché intérieur" soulignent que les consommateurs ont un rôle déterminant à jouer dans la mise en oeuvre réussie du programme concernant le marché intérieur étant donné que celui-ci ne fonctionnera pas convenablement sans une participation forte et efficace des consommateurs, et également que des consommateurs avertis peuvent, en faisant des choix commerciaux, accélérer les effets économiques positifs d'un marché intégré ; considérant que les actions d'information visant à aider le consommateur ...
