TRADUCTIONS EN CONTEXTE

1. Except in duly justified cases, the Commission shall cancel financial assistance granted for studies which have not been started within one year following the start date laid down in the conditions governing the granting of aid or within two years of that date for all other actions eligible for financial assistance under this Regulation.

3. If the mutual assistance recommended by the Commission is not granted by the Council or if the mutual assistance granted and the measures taken are insufficient, the Commission shall authorise the Member State with a derogation which is in difficulties to take protective measures, the conditions and details of which the Commission shall determine.

3. The Commission shall reduce, suspend or recover the amount of financial assistance granted for a project if it finds irregularities, including non-compliance with the provisions of this Regulation or the individual decision or the contract or agreement granting the financial assistance in question, or if it transpires that, without Commission approval having being sought, the project has been subjected to a change which conflicts with its nature or implementing conditions.
3. La Commission réduit, suspend ou récupère le montant du soutien financier octroyé en faveur d'un projet si elle constate des irrégularités, notamment le non-respect des dispositions du présent règlement ou de la décision individuelle ou du contrat ou de la convention octroyant le soutien financier en question, ou s'il apparaît que, sans que l'approbation de la Commission ait été demandée, le projet a fait l'objet d'une modification incompatible avec sa nature ou ses conditions de mise en œuvre.

The Commission shall ensure that the amount of financial assistance granted for an action will be reduced, suspended or recovered if it finds irregularities, including non-compliance with the provisions of this Decision or the individual decision or the contract or agreement granting the financial support in question, or if it transpires that, without Commission approval having being sought, the action has been subjected to a change which conflicts with the nature or implementing conditions of the project.

The satisfactory overall speed of implementation is due to the rapid execution of the FIFG programme in Spain (payments cover 26% of assistance granted), which accounts on its own for 60% of assistance granted.
