The whole point, as I have always understood it, of the distinction between the other place and this place — leaving aside Atlantic Canada and the fact that it now has 30 seats by virtue of Newfoundland having joined Confederation — is the equality of regional representation and that this place would be a bulwark against the tyranny of the majority.
J'ai toujours pensé que la distinction qu'il faut établir entre le Sénat et la Chambre — exception faite que le Canada atlantique dispose maintenant de 30 sièges depuis que Terre-Neuve fait partie de la Confédération —, c'est l'égalité de la représentation régionale et le fait que le Sénat est un rempart contre la tyrannie de la majorité.
