Urges the Authority to keep conflicts of interest high on the priority list in order to protect its credibility and to safeguard the public's trust in food safety, and to indicate, as detailed and precisely as possible, how it will implement the main recommendations from the report of the Court of Auditors and from Parliament's resolutions; urges the Authority to consider conflicts of interest with the utmost care, given the start of the revision of its founding regulation, which provides an opportunity to reach the highest governance standards as described by the Organisation for Economic Co-operation and Development(OECD), and which would influence positively the Authority's governance structure, independence and scientific quality; considers that the revision of the founding regulation of the Authority is a major opportunity to initiate radical change at the Authority, who is responsible for objective scientific advice on food and environmental safety at Union level;

The competent authority may take an individual decision on behalf of another national authority concerned, if the decision by that authority is not delivered within the time limit and if the delay cannot be adequately justified; or, where provided under the law of a Member State, and to the extent that this is compatible with Union law, the competent authority may consider that another national authority concerned has either given its approval or refusal for the project if the decision by that authority is not delivered within the time limit.

In carrying out the coordination, competent authorities should consider the need to monitor the activities of investment firms effectively, so as to ensure that they act honestly, fairly and professionally and in a manner which promotes the integrity of the market in the Community, the need for decisions to be based on a thorough cost-benefit analysis, the need to ensure that transaction information is used only for the proper discharge of the functions of competent authorities and finally the need to have effective and accountable governance arrangements for any common system that might be considered necessary.
