Mr President, on behalf of my Group I should like to address the Union for Europe of the Nations Group, particularly Mr Crowley, although I do not know whether he is here, with regard to the votes – that is, the votes on the resolutions on extremism, the EU/China human rights dialogue, Montenegro and the ban on land mines. The UEN Group is a co-signatory to these resolutions.

However, if this ban is to be effective, and if the resolve expressed in the resolution is to succeed, we of course need to go much further than banning the use of such weapons. We also need to deal with their manufacture and sale, because we cannot have a humanitarian debate on the one hand – and it is true that these bombs that do not explode but that lie hidden in the ground in all kinds of places, thereby preventing communities and refugees from returning to their homeland, also prevent the distribution of humanitarian aid – we cannot have such a debate that seeks to highlight the humanitarian side of the problem without at the same time taking effective measures against those industries here at home that, regrettably, are still producing and selling these weapons.

Firstly, the need to ban all potentially carcinogenic or toxic substances in cosmetic products; secondly, a ban on the use of fragrances in products specifically designed for children, given the risks of allergic reaction potentially associated with these fragrances; and, thirdly, the hottest topic of this debate; testing products on animals.

A total ban could be the answer but, in that case – and the Commission has no objections to this approach – you must admit that it is a very complicated problem because in the case of a total ban we must take into account not only the problems of demolition or maintenance – and the workers who are exposed to these activities – but also the fact that there is a list of different products which contain very small amounts of asbestos which is not dangerous, and we must see how we can solve this very complicated internal market problem.

Where there is no legal immigration integration policy, when it takes months to obtain work permits, when United Nations reports tell us that our societies, our countries in Europe need a regular influx of hundreds of thousands of immigrants each year, immigrants which are not permitted to enter, not only in the highly-skilled new technology industries but also in the manual labour industries, restaurants and services, when we are under the illusion that we are banning everything and preventing all harm, we find ourselves overtaken by a flood of illegal immigration which is only illegal because it has, in actual fact, been banned by these laws.
