It is sort of akin to being a Senate, where the council, in its decision-making, essentially defers in part to this elder committee, which has been constructed so that you have your kin groups or your family groupings represented on that committee, with the notion that you want to have a second opinion on that decision they are taking, so that no family is particularly disadvantaged by what council or the leaders are trying to do there.
