Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Where a market sounding involves the disclosure of inside information, the disclosing market participant will be considered to be acting within the normal course of his employment, profession or duties where, at the time of making the disclosure, he informs and receives the consent of the person to whom the disclosure is made that he may be given inside information; that he will be restricted by the provisions of this Regulation from trading or acting on that information; that reasonable steps must be taken to protect the ongoing confidentiality of the information; and that he must inform the disclosing market participant of the identities of all natural and legal persons to whom the information is disclosed in the course of developing a response to the market sounding.

(Return tabled) Question No. 864 Ms. Kirsty Duncan: With respect to mental health and suicide in the Canadian Forces (CF), including regular forces, reservists and veterans, as well as among Royal Canadian Mounted Police (RCMP) veterans: (a) what does history and research show from the First World War (WWI) and the Second World War (WWII), regarding the percentage of Canadian veterans who suffered some degree of Post Traumatic Stress Disorder (PTSD) and how it might have impacted their ability to (i) hold down jobs, (ii) maintain relationships, (iii) overcome substance abuse, (iv) maintain their will to live; (b) how are suicides tracked for CF regular forces, reservists and veterans, including RCMP veterans, (i) has the tracking method changed over time (from 2000 onwards) for any of these groups, including name changes (e.g., suicide versus sudden death) and, if so, how, why and when, (ii) how are suicides tracked among veterans who may not be known to Veterans Affairs Canada (VAC) and who may be under other types of care (e.g., in hospitals) or in homeless shelters, prisons, etc.; (c) what are the identified gaps in tracking for each of the identified groups and, for each gap, what action items (i) are planned (including predicted start and completion dates, and necessary funding), (ii) are being implemented (including predicted completion date and necessary funding), (iii) have been completed to address the problem; (d) how are suicides investigated for each identified group today and, for each group, for the years 1990 to the present (or years available), (i) what percentage of victims were known to either the Department of National Defense (DND) or VAC prior to the suicide, or to the medical, social-aid or prison system, (ii) what percentage had attempted suicide before, (iii) what percentage suffered from an identified Operational Stress Injury (OSI), including PTSD, anxiety, depression or substance abuse, (iv) what percentage suffered from acquired brain ...
(Le document est déposé) Question n 864 Mme Kirsty Duncan: En ce qui concerne la santé mentale et le suicide dans les Forces canadiennes (FC), tant dans la Force régulière, la Réserve que chez les anciens combattants, y compris les anciens membres de la Gendarmerie royale du Canada (GRC): a) que nous apprennent l’histoire et la recherche faite après les Première et Deuxième Guerres mondiales d'une part sur le pourcentage de nos anciens combattants qui ont souffert à un degré ou à un autre du syndrome de stress post-traumatique (SSPT) et d'autre part sur l’influence que le syndrome a pu avoir sur leur aptitude (i) à garder un emploi, (ii) à entretenir des relations humaines, (iii) à se libérer de la dépendance aux toxicomanies, (iv) à garder la volonté de vivre; b) comment comptabilise-t-on les suicides dans chacun des groupes précités, soit la Force régulière et la Réserve des FC et les anciens combattants, y compris ceux de la GRC, (i) la façon de faire a-t-elle changé avec le temps (depuis l’an 2000) dans l'un ou l’autre de ces groupes, par exemple en appelant différemment la cause du décès (suicide par opposition à mort subite) et, si c'est le cas, comment, pourquoi et quand, (ii) comment comptabilise-t-on le suicide des anciens combattants qui ne sont pas connus d’Anciens Combattants Canada (ACC) et qui peuvent recevoir d’autres types de soins (par ex., dans des hôpitaux, des refuges pour sans-abri ou des pénitenciers, etc.); c) quelles lacunes la comptabilisation des suicides dans chacun des groupes précités présente-t-elle et, pour chacune d’elles, (i) quelles mesures correctives prévoit-on prendre (y compris les dates prévues de commencement et de fin de chaque mesure et le financement nécessaire), (ii) pendant combien de temps prévoit-on les prendre (y compris la date prévue de fin et le financement nécessaire), (iii) quelles mesures correctives a-t-on cessé de prendre; d) comment enquête-t-on de nos jours sur les suicides dans chacun des groupes précités ...

‘Whereas the Ombudsman, who may also act on his own initiative, must have access to all the elements required for the performance of his duties; whereas to that end Community institutions and bodies are obliged to supply the Ombudsman, at his request, with any information which he requests of them and without prejudice to the Ombudsman's obligation not to divulge such information; whereas access to classified information or documents, in particular to sensitive documents within the meaning of Article 9 of Regulation (EC) No 1049/2001 (5), should be subject to compliance with the rules on security of the Community institution or body concerned; whereas the institutions or bodies supplying classified information or documents as mentioned in the first subparagraph of Article 3(2) should inform the Ombudsman of such classification; whereas for the implementation of the rules provided for in the first subparagraph of Article 3(2), the Ombudsman should have agreed in advance with the institution or body concerned the conditions for treatment of classified information or documents and other information covered by the obligation of professional secrecy; whereas if the Ombudsman finds that the assistance requested is not forthcoming, he shall inform the European Parliament, which shall make appropriate representations;

‘repair information’ means all information required for diagnosis, servicing, inspection, periodic monitoring or repair of the engine and which the manufacturers provide for their authorised dealers/repair shops. Where necessary, such information shall include service handbooks, technical manuals, diagnosis information (e.g. minimum and maximum theoretical values for measurements), wiring diagrams, the software calibration identification number applicable to an engine type, information enabling the update of the software of the electronic systems in accordance with the specifications of the vehicle manufacturer, instructions for individual and special cases, information provided concerning tools and equipment, data record information and two-directional monitoring and test data. The manufacturer shall not be obliged to make available that information which is covered by intellectual property rights or constitutes specific know-how of manufacturers and/or OEM suppliers; in this case the necessary technical information shall not be improperly withheld;

‘confidential information’ shall mean: (a) all non-public information regarding the proceedings and deliberations of the Procurement Committee; (b) all information contained in tender documents submitted by printing works and/or other third parties to the Procurement Committee; (c) all information which consists of trade secrets or other confidential or proprietary technical and/or business information related to euro banknote production; (d) information contained in the technical specifications for each euro banknote denomination; and (e) any other information regarding euro banknote production which is marked confidential or which by its nature a reasonable person would deem confidential;
