87. Notes that for the first time the Commission has cut the budgetary requests of almost all the agencies, which were in line with the financial programming amounts overall; this includes those agencies whose tasks fall under Parliament's priorities, involving a total amount of some EUR 44 million; recalls that a careful analysis of the methodology, rationale and possible impact of such cuts is necessary with regard to several resolutions, the most recent being the 2010 discharge, which stress that the review of the agencies by the IWG should lead to structural improvements in their impact and cost-efficiency, inter alia by identifying areas of duplication and overlap amongst existing agencies; stresses once more that the EU agencies‘ budget allocations are far from consisting of administrative expenditure alone, but, rather, contribute to achieving the Europe 2020 goals and the EU’s objectives in general, while aiming at making savings at national level, as decided by the legislative authority;

In such cases, unless otherwise provided by the applicable rules, the Commission shall automatically de-commit any portion of a budgetary commitment for a programme that, by 31 December of the fifth year following that of the budgetary commitment, has not been used for the purpose of pre-financing or making interim payments or for which the entrusted entity has not presented any certified statement of expenditure or any payment request.

In the exceptional cases where, after consulting the Member State concerned, the Commission identifies in the draft budgetary plan particularly serious non-compliance with the budgetary policy obligations laid down in the SGP, the Commission, in its opinion on the draft budgetary plan, should request a revised draft budgetary plan, in accordance with this Regulation.

For each EA Member State, the Commission will then issue an opinion on the DBP before the adoption of the corresponding national budget. Where, in exceptional cases, the Commission identifies particularly serious non-compliance of a plan with the budgetary policy obligations laid down in the SGP, a revised draft plan will be requested after consulting the Member State concerned.

Where a Member State requests financial assistance from one or several other Member States or third countries, the EFSM, the ESM, the EFSF or the IMF, it shall prepare, in agreement with the Commission, acting in liaison with the ECB and, where appropriate, with the IMF, a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programme under Regulation (EU) No 473/2013 and which shall include annual budgetary targets.

In its opinion, the Commission shall request that a revised draft budgetary plan be submitted as soon as possible and in any event within three weeks of the date of its opinion.

4. Recalls that in its above-mentioned guidelines resolution, it was agreed that all budgetary requests should be based on justified needs; notes that the budgetary authority has not been provided with sufficiently detailed and precise information on all budgetary allocations; points out that the preliminary draft estimates give an amount of EUR 55 000 000 in Chapter 10 6 ("Reserve for priority projects under development ") and EUR 10 300 000 for the pre-election campaign without providing any detailed justification for those amounts; recalls that the guidelines emphasised that unless there is justification based on real needs, Parliament's budget for 2008 should be set at the level of 2007 taking into consideration adjustments to current prices, ensuring in the process that the effective operation of the institution is not impaired; reiterates that the 20% level of Heading 5 should constitute the upper limit of the budget; is disappointed that the Bureau set the level of the budget at EUR 1 491 400 000 which represents the full 20% of Heading 5;
4. rappelle que, dans sa résolution susmentionnée sur les orientations, il a été convenu que toutes les demandes budgétaires devraient être fondées sur des besoins justifiés; note que l'on n'a pas fourni à l'autorité budgétaire des informations suffisamment détaillées et précises concernant toutes les affectations budgétaires; fait observer que l'avant-projet d´état prévisionnel affecte un montant de 55 000 000 EUR au chapitre 10 6 ("Réserve pour nouveaux objectifs prioritaires") et un montant de 10 300 000 EUR à la campagne préélectorale, sans fournir aucune justification détaillée de ces montants; rappelle que les orientations soulignent que, sauf en cas de justification fondée sur des besoins réels, le budget du Parlement pour 2008 devrait être établi au niveau de 2007, compte tenu des adaptations aux prix courants, tout en veillant à ce que le fonctionnement efficace de l'institution ne soit pas entravé; réaffirme que le niveau de 20% de la rubrique 5 devrait constituer le plafond du budget; regrette que le Bureau ait établi le niveau du budget à 1 491 400 000 EUR, ce qui représente la totalité des 20 % de la rubrique 5;

Considers that the institutions should apply an activity-based approach in their budgetary requests and that only a justified increase in activities can lead to a request for additional funding and posts; expects that interinstitutional cooperation will lead to an increased cost-benefit ratio and, where possible, savings; encourages the institutions to reform their administrative structures further in this direction, make better use of new technologies and use redeployment as the first source for new human resources, before requesting new posts;
