- (DE) Monsieur le Président, Mesdames et Messieurs, lorsque les habitants de ma circonscription électorale me demandent pourquoi j’apporte mon soutien à l’adhésion de la Bulgarie et de la Roumanie alors qu’il y a tant de problèmes, que nous n’avons pas encore digéré le précédent élargissement, que le traité constitutionnel n’a pas été adopté, qu’il existe tant de problèmes non résolus dans les pays candidats eux-mêmes, je n’essaie pas de répondre en me reportant aux divers problèmes.

It is ironic that one reason cited in the report for why a European constitution is necessary is that, following the accessions of Bulgaria and Romania, no further enlargement will be possible under the terms of the current Treaty of Nice.
