During the entire enlargement process, the views of the European Parliament on how well prepared Bulgaria and Romania are to join the Union have been taken into consideration.

One of the key challenges facing the enlarged European Union is the need to develop a coherent and effective approach to the social and labour market integration of ethnic minorities. Enlargement has increased the EU’s diversity in terms of culture, language and ethnicity. This trend is set to continue with the accession of Bulgaria and Romania in 2007, as well as the planned opening of negotiations for membership with Croatia and Turkey.
Un des grands défis à relever par l ’Union européenne élargie est la nécessité de définir une approche cohérente et efficace permettant l’intégration des minorités ethniques sur le plan social et sur le marché du travail. L’élargissement a accru la diversité de l’Union européenne dans les domaines de la culture, de la langue et de l’origine ethnique. Cette tendance devrait se poursuivre avec l’adhésion de la Bulgarie et de la Roumanie, en 2007, et durant les négociations d’adhésion qu’il est prévu d’ouvrir avec la Croatie et la Turquie.

Welcomes the conclusions of the Presidency on progress towards enlargement of the Union and stresses in particular the fact that Bulgaria and Romania are part of the same inclusive and irreversible enlargement process; takes note that the Union supports Bulgaria and Romania in their efforts to achieve the objective of concluding negotiations in 2004 and that its objective is to welcome these countries as members in 2007; to this end, urges Bulgaria and Romania to speed up with reforming their judiciary and administrative administration as well as to tackle efficiently the question of corruption and calls on the Commission to pay particular attention to these issues;
10. se félicite des conclusions de la présidence au sujet des progrès de l'élargissement de l'Union et souligne, en particulier, que la Bulgarie et la Roumanie appartiennent au même processus d'élargissement inclusif et irréversible; prend note que l'Union européenne soutient la Bulgarie et la Roumanie dans leurs efforts pour atteindre l'objectif d'une conclusion des négociations en 2004 et que le but est d'accueillir ces pays comme membres en 2007; invite, en ce sens, la Bulgarie et la Roumanie à accélérer les réformes de leur administration générale et de leur administration judiciaire ainsi qu'à affronter véritablement la question de la corruption; demande à la Commission de prêter une attention particulière à ces questions;

Bulgaria and Romania have certainly made a great effort to move forward. This was recognised at Laeken, and I am pleased to be able to commend them for it in the House as well. It is important to continue sending out positive signals to these two countries regarding our commitment to their participation in the enlargement process.
Il est incontestable que la Bulgarie et la Roumanie on réalisé un effort considérable, qui a été reconnu à Laeken et que j'ai le plaisir de mettre en valeur devant ce Parlement ; il est extrêmement important que nous continuions à envoyer des messages très positifs à ces deux pays quant à notre engagement concernant leur participation au processus d'élargissement, qui devra se produire le plus tôt possible.

The Council was informed about the state-of-play regarding the decision on the full application of the provisions of the Schengen acquis in the Republic of Bulgaria and Romania as well as about the implementation of measures identified as contributing to the successful enlargement of the Schengen area to include the two countries.
Le Conseil a été informé de l'état d'avancement des travaux concernant la décision relative à l'application de la totalité des dispositions de l'acquis de Schengen en République de Bulgarie et en Roumanie ainsi que de la mise en œuvre des mesures considérées comme contribuant à ce que l'élargissement de l'espace Schengen à la Roumanie et à la Bulgarie se déroule dans de bonnes conditions.
