Chapter IV of Commission Regulation (EC) No 1898/2005 of 9 November 2005 laying down detailed rules for implementing Council Regulation (EC) No 1255/1999 as regards measures for the disposal of cream, butter and concentrated butter on the Community market (2) provides for the grant of aid for the purchase of butter by non-profit making institutions and organisations.

In the interests of harmonisation, that Regulation should also cover the other schemes for the disposal of the same products, provided for in Commission Regulation (EEC) No 2191/81 of 31 July 1981 on the granting of aid for the purchase of butter by non-profit-making institutions and organisations (3), Commission Regulation (EEC) No 429/90 of 20 February 1990 on the granting by invitation to tender of an aid for concentrated butter intended for direct consumption in the Community (4) and Commission Regulation (EEC) No 1609/88 of 9 June 1988 setting the latest time of entry into storage for butter sold under Regulations (EEC) No 3143/85 and (EC) No 2571/97 (5).

The rapporteur considers that the Commission's preliminary draft budget should make allowance in advance for some of the implications of enlargement by setting aside sufficient funds to cover a possible increase in Community expenditure on intervention measures relating to certain products such as beef and veal or butter, since it will not be possible for prices in the eastern European countries to be brought into line with Community prices at the desired pace.

If we have an undertaking that is producing ‘fake’ milk products, in other words, that is making butter without milk, that is making butter with a huge variety of things that should never be used in any food product; totally artificial things, then the Community says the following: well, this is not our problem unless Community export subsidies have been received.
