[Text] Question No. 143 Mr. Bill Casey: With regard to any ongoing Transport Canada review of the possible privatization of the Marine Atlantic Inc. Crown corporation: (a) will there be a detailed audit undertaken to determine if any excess pension funds were spent and the current value of the plan; (b) were excess pension funds used to purchase the MV Leif Erickson; (c) were excess pension funds used to buy out union contracts; (d) were excess pension funds used to provide the active Marine Atlantic Inc. employees with a two year pension contributory holiday; (e) does the government plan to conform to term 32 (1) of the Terms of Union of Newfoundland with Canada and not allow any form of privatization of ferry service between North Sydney and Port aux Basques; (f) as to the agreement reached in 1998 between Marine Atlantic Inc. and union representatives, which grants employees a limited period of time during which they are not required to make pension plan contributions, (i) what is the government’s position on whether or not all pensioners should have received increases to their pension amounts at the same time and (ii) does the government plan to request retroactive payments from Marine Atlantic Inc. to increase the amount of the pension of some pensioners; (g) does the government plan to introduce specific legislation to protect Marine Atlantic Inc. pensioners/survivors and, if so, what provisions does it plan to introduce; and (h) does the government plan to provide legal assistance to the pensioners who were previously employed at Marine Atlantic Inc. so that all questions may be resolved to the satisfaction of all the pensioners?

Bill Casey: En ce qui concerne l’étude en cours à Transports Canada concernant la privatisation possible de la société d’État Marine Atlantique S.C.C.: a) procédera-t-on à une vérification détaillée pour déterminer si des excédents du fonds de retraite ont effectivement été dépensés et pour établir la valeur actuelle du régime; b) a-t-on utilisé des excédents du fonds de retraite pour acheter le MS Leif Erickson; c) a-t-on utilisé des excédents du fonds de retraite pour racheter des conventions collectives; d) a-t-on utilisé des excédents du fonds de retraite pour suspendre les cotisations des employés actifs de Marine Atlantique S.C.C. au régime de pension pendant deux ans; e) le gouvernement prévoit-il se conformer à la clause 32 (1) des Conditions de l’union de Terre-Neuve avec le Canada et empêcher quelque forme de privatisation que ce soit du service de traversier entre North Sydney et Port-aux-Basques; f) en ce qui concerne l’entente conclue en 1998 entre Marine Atlantique S.C.C. et les représentants syndicaux qui accorde aux employés un laps de temps limité pendant lequel ils n’ont pas à cotiser au régime de pension: (i) de l’avis du gouvernement, n’aurait-il pas fallu en même temps majorer le montant des rentes versées à l’ensemble des retraités et (ii) le gouvernement prévoit-il demander à Marine Atlantique S.C.C. d’effectuer des versements rétroactifs pour majorer la rente de certains retraités; g) le gouvernement prévoit-il adopter une loi précise pour protéger les retraités ou les conjoints survivants et, dans l’affirmative, quelles mesures entend-il adopter; h) le gouvernement prévoit-il offrir une aide juridique aux ex-employés de Marine Atlantique S.C.C. maintenant à la retraite de façon à ce que toutes les questions puissent être réglées à la satisfaction de l’ensemble des retraités concernés?
