By way of derogation from Articles 28, 30 and 110 TFEU, the Spanish authorities shall be authorised until 31 December 2020 to lay down, in respect of the products listed in the Annex that are produced locally in the Canary Islands, total exemptions from or partial reductions in the tax known as ‘Arbitrio sobre las Importaciones y Entregas de Mercancias en las Islas Canarias’ (AIEM).

As regards the import of goods without payment of duties, Council Regulation (EC) No 704/2002 [17] authorises the suspension of customs duties on the import into the Canary Islands of certain industrial products (goods for capital investment and raw materials for maintenance and processing) and fisheries products until 31 December 2011.

The Commission completed its work on evaluating the implementation of the system of compensation for the additional costs incurred as a result of remoteness for the marketing of fisheries products from the Azores, Madeira, the Canary Islands and the French departments of Guiana and Réunion, which had been extended until 31 December 2002 [9], and preparation of an appropriate proposal for this scheme from 1 January 2003.

Moreover, in order to avoid the disruption which might otherwise have resulted from the application, from 1 January 1993, of the freedom to provide maritime transport services within Member States, Article 6 of Regulation (EEC) No 3577/92 granted a derogation to cabotage services in the Canary Islands, the Azores and Madeira and the French overseas departments from the application of that Regulation until 1 January 1999.
