The EESC recommends developing platforms for exchanging experience on combating food waste and passing on existing examples of good practices: channelling products from the food retail and catering sectors to food banks, initiatives on taxation, discharge of liability for donors or removal of administrative constraints are a few actions already successfully implemented in some EU countries and regions.

The EU funded study roughly estimates that households are responsible for 42% of the total amount of food waste, food manufacturers for 39%, retailers for 5% and the catering sector for 14%.

Calls on the Commission to include, in its analysis of food supply chain problems, the impact of new actors which specialise in modern forms of catering, in particular the mass catering sector; calls on the Commission to determine the market shares of those new actors across the European Union and to study the differences in market conduct between those actors and the traditional actors in the chain; calls on the Commission to publish a report and, where appropriate, propose measures to foster better compliance by that sector with European competition rules and with good commercial and contractual practices;

Firstly, this report, voted for in the Committee on Agriculture and Rural Affairs, would be extended to the entire mass catering sector – caterers, institutional catering, canteens, restaurants – and to some products such as food supplements.

However, given that Irish farmers and meat processors are subject to very strict traceability and labelling requirements under the 'Farm to Fork' food safety regime; the fact that the catering industry, including hotels and restaurants, accounts for a large percentage (up to 30% according to Bord Bia) of beef consumption in Ireland; and the fact that hotels and restaurants are not included in the EU regulations on beef labelling for operators involved in the marketing of beef within the EU; could the Commission explain this perverse exemption from existing rules and whether it has proposals to extend the EU beef traceability and labelling rules to the catering sector in the interest of consumer safety and the food chain?

À la lumière de ce qui précède, la Commission pourrait-elle expliquer cette exemption perverse des règles existantes et indiquer si elle compte proposer d’étendre au secteur de la restauration les règles de l’UE en matière de traçabilité et d’étiquetage du bœuf, dans l’intérêt de la sécurité du consommateur et de la chaîne alimentaire?

Consequently, all the fresh beef which is placed on the Community market must be labelled in accordance with the provisions of that Regulation, irrespective of whether it is intended for retail sale or for supplying the catering sector.
