Considers it necessary to simplify the legal framework in the applicant countries in order to promote foreign direct investment; efforts should also be made to foster similar competitive conditions, while increasing the efficiency of public authorities; notes also that certain trade barriers persist in the applicant countries, particularly at frontiers, mainly because of the difficulties experienced by customs staff in applying European customs legislation; calls on the Commission to raise this problem during the forthcoming negotiations;
