I think that while efforts have been made by the United States and other governments to pressure the Honduran government to respect the rule of law and to increase prosecutorial capacity and clean up the police, those have been overwhelming failures so far. So I think because there's no political will to reform these procedures under the current government—the Lobo administration, the executive branch, the congress, and now with the supreme court under their control—we cannot solve this by helping this government clean itself up.
