In the opinion of my colleague who has moved this motion, is it not somewhat of a denial of democracy that the government is not the one taking the first step, on its own initiative, and calling upon the members of this House to vote on a matter of such complexity?

We in my group are very pleased to congratulate Philippe Morillon because we think he does almost everything well, and I am therefore going to sing the praises of the two rapporteurs who have reached an agreement on a text which has won the almost unanimous support of the parliamentary committee and I hope that there will also be such unanimity in the vote in plenary, because relations between the European Union and the Maghreb and the impetus we are generally trying to give to the Barcelona process undoubtedly require a generalised political will, as we saw with the Valencia Ministerial Summit, since this process will no doubt meet with difficulties along the way.
Au sein de mon groupe, nous pensons qu’il est très facile de féliciter Philippe Morillon parce qu’il nous semble qu’il réussit pratiquement tout ce qu’il entreprend ; dès lors, je vais faire l’éloge ici des deux rapporteurs parvenus à un accord sur un texte qui a presque mérité le soutien unanime en commission parlementaire et j’espère que cette unanimité se répétera également lors du vote en séance plénière parce que les relations entre l'Union européenne et le Maghreb ainsi qu’en général l’impulsion que nous sommes en train d’essayer de donner au processus de Barcelone requiert, sans aucun doute, une volonté politique générale, comme nous avons déjà eu l’occasion de le constater lors du sommet ministériel de Valence, puisqu’il ne fait pas l’ombre d’un doute que ce processus devra surmonter les difficultés qui se dresseront sur son chemin.

Unfortunately, however, this proposal – the Portuguese initiative – will create a number of problems because it does not really tie in with the other Schengen rules. Since, moreover, the situation is such that, in a very short time – in April, if I have understood correctly – the Commission is to come up with an initiative tackling all the problems surrounding the freedom to travel within the territory of the Member States, and since the Commission also shares my concern about the problems which the report will create, I very warmly recommend a vote in favour of my report and, thus, the rejection of the Portuguese initiative in favour of the later initiative to be produced by the Commission.
La présente proposition - l'initiative portugaise - engendrera malheureusement un certain nombre de problèmes, car elle manque de cohérence par rapport aux autres règles de Schengen et étant donné que la Commission présentera dans peu de temps - en avril, si j'ai bien compris - une initiative visant à aborder l'ensemble de la problématique liée à la liberté de circulation dans les États membres et vu que la Commission partage également mon inquiétude à l'égard des problèmes qu'engendrera le rapport, je vous recommande vivement de voter pour mon rapport et de rejeter ainsi l'initiative portugaise au profit de la prochaine initiative, qui sera présentée par la Commission.
