Before its decision, the Commission would establish a cost-benefit analysis identifying the tasks justifying outsourcing, the costs of coordination and checks, the impact on human resources, possible savings, efficiency and flexibility in the implementation of outsourced tasks, simplification of the procedures used, proximity of outsourced activities to final beneficiaries, visibility of the Community and the need to maintain and adequate level of know-how inside the Commission.
Avant toute décision, la Commission procédera à une analyse coûts-avantages en vue de déterminer les tâches justifiant une externalisation, les coûts induits par la coordination et les contrôles, l'impact sur les ressources humaines, les économies possibles, l'efficacité et la flexibilité dans la mise en œuvre des tâches externalisées, la simplification des procédures utilisées, la proximité de l'action externalisée par rapport aux bénéficiaires finals, la visibilité de la Communauté et le maintien d'un niveau approprié de savoir-faire à l'intérieur de la Commission.
