On May 26, two days later, the High Commission in Islamabad met with officials of the Pakistan Ministry of Foreign Affairs, who said that the Government of Pakistan shared our concerns.

Reiterates its view that Pakistan has a key role in the region and that a stable, secular and lawful Pakistan is of vital importance to stability in Afghanistan and the wider region; stresses, furthermore, Pakistan's potential role in the Afghan peace process; stresses that Pakistan must not serve as a safe haven for al-Qa'ida and the Taliban; recognises that the devastating floods of August 2010 have been a setback for Pakistan's new government, which had been starting to make progress in dealing with numerous challenges; urges the Council and the Commission, together with the wider international community, to respond with a strong show of solidarity and concrete support to Pakistan's urgent need for post-flood reconstruction and rehabilitation and the country's aspirations to build a strong and prosperous society; welcomes and further encourages EU efforts to bolster political support for stepping up institution- and capacity-building in Pakistan and helping Pakistan's democratic institutions to combat extremism, in particular by seeking the abolition of the blasphemy laws and supporting Pakistan's civil society; calls on Pakistan to immediately adhere to the Non-Proliferation Treaty and to fully cooperate with the International Atomic Energy Agency in disclosing Pakistan's nuclear arsenal and facilities;
74. réaffirme le rôle stratégique du Pakistan dans la région et l'importance vitale d'un Pakistan stable, laïque et respectueux du droit pour la stabilité de l'Afghanistan et de la région dans son ensemble; souligne en outre le rôle potentiel du Pakistan dans le processus de paix en Afghanistan; souligne que le Pakistan ne saurait servir de refuge à al-Qaida et aux talibans; reconnaît que les inondations destructrices d'août 2010 ont constitué un revers pour le nouveau gouvernement du Pakistan qui commençait à relever les défis auxquels le pays est confronté; demande instamment au Conseil et à la Commission ainsi qu'à la communauté internationale de faire preuve de solidarité et d'apporter un soutien concret pour répondre aux besoins de reconstruction et de réhabilitation du Pakistan au lendemain des inondations ainsi qu'à l'aspiration de ce pays à la construction d'une société forte et prospère; se félicite des efforts déployés par l'Union européenne pour accentuer son soutien politique en faveur du renforcement des structures administratives et des capacités du Pakistan et aider les institutions démocratiques de ce pays à lutter contre l'extrémisme, et appuie ces efforts, en particulier en agissant en faveur de l'abolition des lois sur le blasphème et en soutenant la société civile pakistanaise; invite le Pakistan à adhérer immédiatement au traité de non-prolifération et à coopérer pleinement avec l'Agence internationale de l'énergie atomique en l'informant de l'arsenal et des installations nucléaires pakistanaises;

7. Urges the Council and the Commission to take a firm stand on upholding all the principles enshrined in the Cooperation Agreement, in particular the democracy and human rights clause; welcomes the ministerial meeting of 8 February 2007 and the meeting of the Pakistan-EC Joint Commission of 24 May 2007 as positive steps in strengthening the relations between the EU and Pakistan; stresses that the relationship between the EU and Pakistan is based on the principles enshrined in the Cooperation Agreement: a commitment to democracy, peace and stability, development, the enhancement of trade links, including in South Asia through regional cooperation, and respect for human rights; calls for an intensive political dialogue on these matters;
7. invite instamment le Conseil et la Commission à adopter une position ferme sur le respect de tous les principes inscrits dans l'accord de coopération, en particulier en ce qui concerne la clause sur la démocratie et les droits de l'homme; se félicite de la réunion ministérielle du 8 février 2007 et de la réunion de la commission mixte Pakistan-CE du 24 mai 2007, en quoi il voit des étapes positives dans le renforcement des relations entre l'Union européenne et le Pakistan; souligne que les relations entre l'Union européenne et le Pakistan sont fondées sur les principes inscrits dans l'accord de coopération: l'attachement à la démocratie, à la paix et à la stabilité, le développement, le renforcement des liens commerciaux, y compris en Asie du Sud, au travers de la coopération régionale, et le respect des droits de l'homme; invite à un dialogue politique intense sur ces sujets;

If Commission plans are approved by Member States and Parliament, the EU will be the donor with the longest term commitment to Pakistan, helping Pakistan’s government to plan.

The European Commission now proposes to increase the annual allocation for Pakistan from €15 million to up to €60 million in the period 2007-13 to assist Pakistan in implementing its development plans.

2. Calls on the Government of Pakistan, the Election Commission of Pakistan and the EU Commission to ensure the implementation of the recommendations made by the EUEOM for enhancing the democratic processes in Pakistan;
