In order to allow to progressively phase-in a system of screening for liquid explosives, the Annex to Commission Regulation (EU) No 297/2010 of 9 April 2010 amending Regulation (EC) No 272/2009 supplementing the common basic standards on civil aviation security (3) established two dates: 29 April 2011 for the screening of liquids, aerosols and gels (LAGs) obtained at a third country airport or on board an aircraft of a non-Community air carrier and 29 April 2013 for the screening of all liquids, aerosols and gels.
Afin de permettre l’instauration progressive d’un système d’inspection-filtrage des explosifs liquides, l’annexe du règlement (UE) no 297/2010 de la Commission du 9 avril 2010 modifiant le règlement (CE) no 272/2009 complétant les normes de base communes en matière de sûreté de l’aviation civile (3) a fixé deux dates: le 29 avril 2011 pour l’inspection-filtrage des liquides, aérosols et gels (LAG) obtenus dans un aéroport d’un pays tiers ou à bord d’un aéronef d’une compagnie aérienne non communautaire et le 29 avril 2013 pour l’inspection de tous les liquides, aérosols et gels.

Commission Regulation (EU) No 720/2011 of 22 July 2011 amending Regulation (EC) No 272/2009 supplementing the common basic standards on civil aviation security as regards the phasing-in of the screening of liquids, aerosols and gels at EU airports (4) deleted the date of 29 April 2011 as developments at EU and international level shortly before 29 April 2011 demonstrated that few airports would effectively be able to offer screening facilities and that it may not be clear for passengers if liquids, aerosols and gels obtained at a third country airport or on board an aircraft of a non-Community air carrier would be permitted into security restricted areas and on board an aircraft.
Le règlement (UE) no 720/2011 de la Commission du 22 juillet 2011 modifiant le règlement (CE) no 272/2009 complétant les normes de base communes en matière de sûreté de l’aviation civile en ce qui concerne l’instauration progressive de l’inspection-filtrage des liquides, aérosols et gels dans les aéroports de l’Union européenne (4) a supprimé la date du 29 avril 2011, des développements étant intervenus au niveau de l’Union européenne et sur le plan international peu avant le 29 avril 2011, si bien que peu d’aéroports seraient effectivement en mesure de fournir des moyens d’inspection-filtrage et que les passagers risqueraient de ne pas savoir avec certitude si les liquides, aérosols et gels obtenus dans un aéroport d’un pays tiers ou à bord d’un aéronef d’une compagnie aérienne non communautaire seront autorisés à l’intérieur des zones de sûreté à accès réglementé ou à bord des aéronefs.

‘Community air carrier’ means any air carrier with a valid operating licence issued in accordance with Regulation (EC) No 1008/2008 of the European Parliament and of the Council of 24 September 2008 on common rules for the operation of air services in the Community;
