Concerning harmonisation instruments in the field of judicial cooperation in criminal matters, a limited number of Commission reports were released during the period examined by this Communication Thus, reports adopted concerning instruments related to non-cash means of payment, money laundering, instrumentalities and proceeds from crime, as well as those related to trafficking in human beings, unauthorised entry, transit and residence, generally report overall unsatisfactory transposition in the Member States assessed.

In December 2002, the Commission will present a communication setting out a framework for Community action for distant-water fishing which will take account of the conclusions of the Council of October 1997, the 1999 evaluation report, the 2001 Court of Auditors' report and the experience acquired by the Commission's departments in implementing fisheries agreements.

The options related to BoP reporting are (4) maintain the existing threshold that exempts payment service providers from reporting on payment transactions below EUR 12 500; (5) create a voluntary Additional Optional Service (AOS) Community within SEPA that would allow the collection of statistical data from settlements to continue; (6) encourage voluntary adjustments by the Member States; and (7) address the BoP reporting problems through legislation, with three sub-options: (7a) raise the exemption threshold to EUR 50 000; (7b) abolish settlement-based BoP reporting obligations imposed on payment service providers; and (7c) raise the exemption threshold to EUR 50 000 followed, in a second phase, by abolition of BoP reporting based on settlements by January 2012.

That, notwithstanding the Order of the Senate adopted on October 29, 1997, the Standing Senate Committee on Transport and Communications, which was authorized to examine and report upon Canada's international competitive position in communications generally, including a review of the economic, social and cultural importance of communications for Canada, be empowered to present its final report no later than March 31, 1999 and that the Committee retain all powers necessary to publicize the finding of the Committee contained in the final report until April 9, 1999.

STATE OF HEALTH IN THE EUROPEAN COMMUNITY - COUNCIL CONCLUSIONS "THE COUNCIL OF THE EUROPEAN UNION, welcomes the Commission's report of 19 July 1995 on the state of health in the European Community; notes that, as the report was prepared before the accession of the new Member States, no information on them is included; notes with satisfaction the Commission's intention of submitting regular reports on the state of health; emphasizes the need for cooperation to this end with the international organizations responsible for public health; considers that the preparation of reports containing comprehensive and accurate information on health status, determinants of health and health-related activities throughout the Community provides a way in which to help improve public knowledge and understanding of major health problems in the Community and of the action and programmes being undertaken at Community and Member State levels; considers that these reports should provide useful information to be used in the planning of measures to be undertaken at Community level as well as for the evaluation of those already being carried out; agrees to consider further, in the context of the Commission's proposal for the adoption of a programme of Community action on health monitoring, inter alia: - the objective and format of future reports; - the sources of data to be used; - the frequency of their publication; - how they might be used as a basis for determining priorities for Community action".
