The Community and Member States will need to ensure, through Community co-financing and Member States’ own resources, adequate financing of the Action Plan, notably in relation to Natura 2000, high–nature–value farmland and forests, marine biodiversity, global biodiversity, biodiversity research, monitoring and inventory.
L'Union européenne et les États membres devront garantir, par le cofinancement communautaire et les ressources propres des États membres, le financement adéquat du plan d'action, notamment en ce qui concerne Natura 2000, les terres agricoles et forêts à haute valeur naturelle, la biodiversité marine, la biodiversité mondiale, ainsi que l'étude, le suivi et l'inventaire de la biodiversité.

The Commission had adopted the principle of refusing to reimburse Community co-financing which exceeds the level set in the programme complement, considering that this 'front-loading' of Community part-financing exposed it to the risk that the rate set would not be respected in the long run, so proportionately reducing the multiplier effect sought.

2. For the Community activities financed under this Decision, the notion of irregularity referred to in Article 1(2) of Regulation (EC, Euratom) No 2988/95 shall mean any infringement of a provision of Community law or any breach of a contractual obligation resulting from an act or omission by an economic operator which has, or would have, the effect of prejudicing the general budget of the European Communities or budgets managed by them by an unjustified item of expenditure.

The different budgetary sources have to be coordinated and new mechanisms have to be developed for improving financing in general and Community co-financing of these infrastructures in particular.
