This compartmentalization has hampered the coordination and efficiency of the services concerned, has facilitated the shifting of responsibility for maladministration between the various services of the Commission, and points up the lack of an integrated approach, a phenomenon exacerbated by DG VI's arrogating primary management of the BSE issue to itself. A coordinated policy would have been possible were there a body similar to the Food and Drug Administration in the US or the health administrations in some Member States, or even had a European Health Agency been created.
Ce morcellement a contribué au manque de coordination et à des dysfonctionnements entre les différents services, au rejet des responsabilités de mauvaise administration entre les divers services concernés de la Commission, et explique l'absence d'une politique concertée, phénomène aggravé par l'appropriation à titre principal de la gestion du dossier ESB par la DG VI. Une politique concertée aurait été possible s'il avait existé un organe similaire à la "Food and Drug Administration" des États-Unis ou aux administrations de la santé de certains États membres, ou même encore si une Agence sanitaire européenne avait été mise en place.
