An honest appraisal in the aftermath of Bali compels us to analyse the conference as follows: first of all, the International Panel on Climate Change managed to convince much of global public opinion with its climate scenarios but was by no means as convincing on the conclusions to be drawn from the present situation; secondly, while Europe forges ahead on its own, there is scarcely any sign of willingness among the international community to enter into binding agreements on CO2 reductions.
Une appréciation honnête des retombées de Bali nous oblige à analyser cette conférence de la manière suivante: tout d'abord, le Panel International sur le Changement Climatique a tenté de convaincre une bonne partie de l'opinion publique internationale avec ses scénarios sur le climat, mais n'a en aucun cas été aussi convaincant sur les conclusions à tirer de la situation actuelle; ensuite, tandis que l'Europe prend de l'avance, on note peu de signes de la part de la communauté internationale de sa volonté de conclure des accords contraignants sur les réductions de CO2 .
