Four general principles The Commission's proposals are based on four general principles: - the need for a gradual approach to enable the industry to adjust to its new environment in a flexible and ordered manner; * COM(91)548. - 2 - - subsidiarity, to enable each Member State to opt for the system best suited to its particular circumstances; - avoidance of excessive regulation; - a legislative approach based on Article 100a, entailing political dialogue with the Council and the European Parliament. A threezstage approach The basic principles have been given practical expresssion in a three- stage approach: - the first stage consists of implementation of the three directives adopted in 1990 and 1991 (electricity and gas transit and price transparency); - the second stage, starting on 1 January 1993, involves greater liberalization of the electricity and gas sectors, including the limited introduction of a system of third-party access (see next section for details); - the third stage, starting on 1 January 1996, will entail an extension of the system of third-party access to the network in the light of the outcome of the second stage, and should complete the internal market for electricity and gas.

In presenting today its intentions with regard to the scientific and technological content of the specific programmes under the Fourth Community RTD Framework Programme, the Commission, on the initiative of Vice-President Antonio Ruberti in agreement with Vice-President Martin Bangemann, is seeking to help advance the discussions in order to ensure the rapid, complete and consistent implementation of the Fourth Community Research and Technological Development (RTD) Framework Programme and avoid any disruption of the Community research effort.
