I am pleased to note that the opinions of the European Parliament are similar to those of the Commission with regard to the measures to be taken to improve the fight against VAT fraud within the European Union. I am particularly happy about the widespread support for the main objective of the Commission’s first concrete proposal, namely to accelerate, by January 2010, the gathering and exchange of information concerning intra-community transactions.
Je note avec satisfaction que les avis du Parlement européen et de la Commission se rejoignent quant aux mesures à prendre pour améliorer la lutte contre la fraude à la TVA dans l’Union européenne; je me réjouis tout particulièrement du soutien général exprimé en faveur de l’objectif principal de la première proposition concrète de la Commission, à savoir accélérer, d’ici à janvier 2010, la collecte et l’échange d’informations au sujet des opérations intracommunautaires.

In view of the amendments to the period for declaring intra-Community transactions made by Council Directive 2008/117/EC of 16 December 2008 amending Directive 2006/112/EC on the common system of value added tax to combat tax evasion connected with intra-Community transactions (3), it is necessary to amend the references to that period in Council Regulation (EC) No 1798/2003 (4).
Compte tenu des modifications apportées à la période de déclaration des opérations intracommunautaires par la directive 2008/117/CE du Conseil du 16 décembre 2008 modifiant la directive 2006/112/CE relative au système commun de taxe sur la valeur ajoutée, afin de lutter contre la fraude fiscale liée aux opérations intracommunautaires (3), il est nécessaire de modifier les références à ladite période dans le règlement (CE) no 1798/2003 du Conseil (4).

The proposed changes have as their main purpose speeding up gathering and exchanging information about intra-Community procedures, by standardising the procedures and by reducing to one month the period covered by declarations on intra-Community transactions and the time limit for the exchange of information about these transactions between Member States.
Les modifications proposées ont pour but principal d’accélérer la collecte et l’échange d’informations sur les procédures intracommunautaires en harmonisant les procédures et en réduisant à un mois la période de déclaration des opérations intracommunautaires et le délai de transmission de ces informations entre les États membres.
