Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Stéphane Dion: En ce qui concerne le programme des avions de combat interarmées (ACI), depuis le début de la participation du Canada: a) sur quels critères (besoins opérationnels, stipulations contractuelles, etc) le gouvernement s’est-il basé pour choisir le F-35 comme remplacement des CF-18; b) quand et par qui ces critères ont-ils été établis; c) quelles sont les études pertinentes qui ont été menées avant d’établir ces critères, en précisant les (i) dates, (ii) titres des études, (iii) noms des personnes qui les ont demandées, (iv) noms de leurs auteurs, (v) noms des personnes à qui les résultats ont été présentés; d) avant que ces critères ne soient établis, sur quelle information le gouvernement s’est-il basé pour décider que le F-35 pourrait répondre aux besoins du Canada; e) depuis que le Canada participe au programme des ACI, quelles sont les études qui ont été faites pour évaluer divers avions de combat relativement aux besoins du Canada, en précisant les (i) dates, (ii) titres des études, (iii) noms des personnes qui les ont demandées, (iv) noms de leurs auteurs, (v) titres des études qui ont servi à évaluer ces avions, (vi) noms des personnes qui ont établi ces critères, (vii) noms des appareils sur lesquels l’étude a porté, (viii) noms des personnes à qui les résultats ont été présentés; f) quelle est la disponibilité opérationnelle d’une flotte de 65 avions de combat; g) quel effet une réduction de la flotte canadienne d’avions de combat aura-t-elle sur notre capacité opérationnelle, sur l’aptitude du Canada à jouer son rôle au sein du Commandement de la défense aérospatiale de l'Amérique du Nord (NORAD) et sur la répartition des avions entre les bases militaires du pays; h) comment le gouvernement a-t-il déterminé que les Forces canadiennes avaient besoin de 65 avions de combat; i) quelle formule applique-t-on pour déterminer combien d’avions de combat le Canada devrait acheter, et qui en est l’au ...

If at a given moment the person concerned does not satisfy, or no longer satisfies, the conditions laid down by all the legislations of the Member States to which he has been subject, the institutions applying legislation the conditions of which have been satisfied shall not take into account, when performing the calculation in accordance with Article 52(1) (a) or (b), the periods completed under the legislations the conditions of which have not been satisfied, or are no longer satisfied, where this gives rise to a lower amount of benefit.

A minimal approach would be to regulate the following aspects: conditions in which these penalties may be imposed; duration of the penalty, with a possible indication of a minimum and/or a maximum period; conditions of implementation; the nature of the work to be done which, like the practical arrangements for community service, may differ according to the offence committed (for example hospital work for a person who has caused grievous bodily harm or work in old people's home for a young person who has attacked an elderly person); monitoring of alternative sanctions; penalties for failure to respect the conditions imposed for their implementation and, finally, as regards probation, the consequences of not abiding by the conditions set.
Un tel encadrement minimum pourrait régler certains des aspects suivants : les conditions d'accès à cette peine; leur durée, éventuellement en fixant un minimum et/ou un maximum ; les conditions à imposer pour leur mise en oeuvre ; la nature du travail à exécuter qui, comme les modalités d'exécution du travail d'intérêt général, devraient éventuellement varier en fonction du délit commis (p.ex. un travail à l'hôpital pour un délinquant qui a causé des lésions corporelles importantes ou un travail dans une maison de repos pour un jeune délinquant qui a agressé des personnes âgées) ; les conditions de contrôle de ces peines alternatives ainsi que les sanctions en cas de non-respect des conditions imposées pour leur mise en oeuvre.
