In addition, the EU is contributing to the development of new drugs and vaccines against communicable diseases, inter alia through the European and Developing countries Clinical Trials Partnerships (EDCTP). In response to the Council’s request,[xxvii] the Commission should, together with the Member States, develop a roadmap on possible joint action based on the European Programme for Action to confront HIV/AIDS, malaria and tuberculosis.[xxviii] The EU should, in this context, promote synergies and provide a coherent and coordinated response to the three diseases across relevant policy areas.[xxix] In this sense, the Commission intends to put forward a Communication on combating HIV/AIDS within the European Union and the Neighbouring countries later this year.

(38) Whereas these Community initiatives should concentrate on promoting cross-border, transnational and inter-regional cooperation (Interreg), economic and social regeneration of cities and urban neighbourhoods in crisis (URBAN), both to be financed by the ERDF, rural development (Leader), to be financed by the EAGGF Guidance Section, and the development of human resources in the context of equal opportunities (EQUAL), to be financed by the ESF; whereas the promotion of cross-border cooperation - in particular in the perspective of enlargement, transnational and inter-regional cooperation - takes on particular significance in this context; whereas due attention should be given to cooperation with the outermost regions; whereas it is necessary to reinforce the coordination of cross-border, transnational and inter-regional cooperation with the measures enacted in the context of Council Regulation (EEC) No 3906/89(8), Council Regulation (Euratom, EC) No 1279/96(9) and Council Regulation (EC) No 1488/96(10), especially in view of the enlargement of the European Union and taking account of the Europe-Mediterranean partnership; whereas due account should be taken of the social and vocational integration of asylum seekers in the framework of EQUAL;
