Most of the first advance payments are made in the year following the year of the ISPA decision to grant assistance, because the bulk of the ISPA measures are decided in the autumn of each year and account has to be taken of a time-lag for the authorities of the beneficiary countries to countersign these decisions. This is illustrated by the fact that, for projects decided in 2002, payments accounted for only 8% of the corresponding commitments, whereas for projects decided in 2000 they accounted for more than 30% of the corresponding commitments.

2. Under Article 82 of the Agreement on the European Economic Area (hereinafter ‘EEA Agreement’) the amounts of the annual participation of the EFTA States, as confirmed to the Commission by the Joint Committee of the European Economic Area in accordance with Article 1(5) of Protocol 32 annexed to the EEA Agreement, shall give rise to the provision, at the start of the financial year, of the full amounts of the corresponding commitment appropriations and payment appropriations.

Further to the initial commitment accompanying the decision adopting the joint operational programme, the Commission shall each year make the corresponding commitment no later than 31 March of the year concerned.
