Stresses that, under Regulation (EC) No 1080/2006 of the European Parliament and of the Council, firms may not receive EU funding for investment which would lead to job losses in those firms in another region of the EU; welcomes the fact, therefore, that the Commission has launched an investigation into possible relocation of operations in connection with major projects involving more than EUR 50 million which are under direct Commission control; looks to the Commission to launch an investigation into the scale of such improper use of EU funding in connection with projects involving less than EUR 50 million and projects under shared management; looks similarly to the Commission to make sure that EU funding which is disbursed in contravention of the rules is paid back;

(8)In order to ensure consistency with existing Union legislation in the area of financial services as well as the greatest possible level of financial stability across the spectrum of institutions, the resolution regime should not only apply to credit institutions but also to investment firms subject to the prudential requirements laid down by Directive 2006/49/EC of the European Parliament and of the Council of 14 June 2006 on the capital adequacy of investment firms and credit institutions The regime should also apply to financial holding companies, mixed financial holding companies provided for inDirective 2002/87/EC of the European Parliament and of the Council of 16 December 2002 on the supplementary supervision of credit institutions, insurance undertakings and investment firms in a financial conglomerateand amending Council Directives 73/239/EEC, 79/267/EEC, 92/49/EEC, 92/96/EEC, 93/6/EEC and 93/22/EEC, and Directives 98/78/EC and 2000/12/EC of the European Parliament and of the Councilmixed-activity holding companies and financial institutions, when the latter are subsidiaries of a credit institution or an investment firm.The crisis has demonstrated that the insolvency of an entity affiliated to a group can rapidly impact the solvency of the whole group and, thus, even have its own systemic implications.
(8)Afin d'assurer sa cohérence avec la législation actuelle de l'Union européenne dans le domaine des services financiers et de garantir un maximum de stabilité financière dans tous les types d'établissements, cette procédure de résolution devrait non seulement s'appliquer aux établissements de crédit, mais aussi aux entreprises d'investissement soumises aux exigences prudentielles fixées par la directive 2006/49/CE du Parlement européen et du Conseil du 14 juin 2006 sur l'adéquation des fonds propres des entreprises d'investissement et des établissements de crédit. Il devrait aussi s'appliquer aux compagnies financières holdings, aux compagnies financières holding mixtes visées par la directive 2002/87/CE du Parlement européen et du Conseil du 16 décembre 2002 relative à la surveillance complémentaire des établissements de crédit, des entreprises d'assurance et des entreprises d'investissement appartenant à un conglomérat financier et modifiant les directives 77/91/CEE et 82/891/CE du Conseil ainsi que les directives 2001/24/CE, 2004/25/CE, 2005/56/CE, 2007/36/CE et 2011/35/CE et le règlement (UE) n° 1093/2010 du Parlement européen et du Conseil, ainsi qu'aux compagnies holdings mixtes et aux établissements financiers, lorsque ceux-ci sont des filiales d'un établissement de crédit ou d'une entreprise d'investissement. La crise a montré que l'insolvabilité d'une entité affiliée à un groupe pouvait rapidement compromettre la solvabilité de l'ensemble du groupe et ainsi avoir elle-même des implications systémiques.

To urge the Council firmly to condemn the inhuman oppression and fundamentalist discrimination against women practised by the Afghan Taliban, as well as that persistently exercised against women and exported by the Government of Saudi Arabia, and to appeal to the Iranian authorities to hold fair and public trials and reform their policy on women.

Whenever it appears to the Commission, on the basis of information submitted to it under paragraph 1, that a third country does not grant Community investment firms effective market access comparable to that granted by the Community to investment firms from that third country, the Commission may submit proposals to the Council for an appropriate mandate for negotiation with a view to obtaining comparable competitive opportunities for Community investment firms.

Lorsque la Commission constate, sur la base des informations qui lui sont communiquées conformément au paragraphe 1, qu'un pays tiers n'accorde pas aux entreprises d'investissement de la Communauté un accès effectif au marché comparable à celui offert par la Communauté aux entreprises d'investissement de ce pays tiers, la Commission peut soumettre des propositions au Conseil afin qu'un mandat de négociation approprié lui soit confié en vue d'obtenir des possibilités de concurrence comparables pour les entreprises d'investissement de la Communauté.
