Stresses the need to examine the overall strategy on cooperation with third countries, including Sub-Saharan Africa, North Africa and the Middle East, as regards humanitarian, financial and political assistance, including in the field of law enforcement where appropriate; furthermore seeks clarification on the role of regional protection, resettlement and returns policies, including migration management agreements of both countries of origin and transit countries, in order to address the root causes of migration; stresses the need for third countries to respect international law with regard to saving lives at sea, and to ensure the protection of refugees and respect for fundamental rights;

27. Calls for better, more efficient cooperation between the EU and third countries to prevent a repetition of such tragic occurrences as those off Lampedusa; considers agreements on migration management between the EU and transit countries to the EU to be a priority for the Union in the near future, including the funding of police facilities and training in law enforcement capabilities, and assistance for these countries – and migrants’ countries of origin – to diversify and improve their economies, and stresses the need for third countries to respect international law with regard to saving lives at sea, and to ensure the protection of refugees and respect for fundamental rights;

1. A Member State may wholly or partially suspend the obligations arising from this Regulation in respect of suppliers of groundhandling services and airport users from a third country as referred to in this paragraph, in accordance with Union law [Am. 348] and without prejudice to the international commitments of the Union, the Commission may, in accordance with the examination procedure referred to in Article 43 (3), decide that a Member State or Member States shall take measures, including the complete or partial suspension of the right of access to the groundhandling market within its territory in respect of suppliers of groundhandling services and self-handling airport users from that third country, with a view to remedying the discriminatory behaviour of the third country concerned, whenever it appears that a third country, with respect to access to the groundhandling or self-handling market: [Am. 347]

Given the potential consequences for the applicant of a restricted or omitted examination, this application of the safe third country concept should be restricted to cases involving third countries with respect to which the Council has satisfied itself that the high standards for the safety of the third country concerned, as set out in this Directive, are fulfilled.

62. Insists that, in the implementation of the second cycle of the Community's Generalised System of Preferences (GSP) scheme, the Commission should, in cooperation with beneficiary countries, strengthen its commitment to promoting and ensuring effective implementation of the core human and labour rights enshrined in UN/ILO Conventions in GSP+ beneficiary countries, as well as the Conventions related to environment and governance principles; believes that, as a general rule, granting preferential access to countries which do not respect human rights, international labour conventions and environmental agreements tends to weaken the incentive for countries to respect ILO and UN rules;

(24) Furthermore, with respect to certain European third countries, which observe particularly high human rights and refugee protection standards, given the potential consequences for the applicant of a restricted or omitted examination, this application of the safe third country concept should be restricted to cases involving third countries with respect to which the Council has satisfied itself that the high standards for the safety of the third country concerned, as set out in this Directive, are fulfilled.
