TRADUCTIONS EN CONTEXTE

Considering the limited resources available, the EU will need to focus its co-financing from the TENs budget on the critical border crossing sections and the other main bottlenecks on the priority projects. Moreover, Member States should optimise the use of the EU Structural and Cohesion Funds to support the financing of transport infrastructure. EU funds will be concentrated on those projects which offer the greatest added value for Europe and where active collaboration with national and other financing organisations is guaranteed. Interoperability actions and major feasibility studies shall be financed throughout the Union. The Marco Polo programme, with a budget of € 450 million until 2013, will contribute directly to offering alternatives in other modes of transport to operators on congested roads.
Compte tenu des ressources limitées disponibles, l’UE devra concentrer ses moyens de cofinancement au titre du budget RTE sur les tronçons transfrontaliers critiques et les autres principaux goulets d’étranglement des projets prioritaires. (80)The Commission should be empowered to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Unionin order to: specifythe definitions of "critical functions" and "core business lines", specify the circumstances when an institution is failing or likely to fail specify the circumstances when the asset separation tool should be applied specify the liabilities excluded from the scope of application of the bail-in tool, specify the circumstances when exclusion from the bail-in tool is necessary to ensure the continuation of critical operations and core business lines, specify the criteria for the determination of the minimum amount of eligible liabilities required from institutions for the purposes of the bail in tool, specify the circumstances when, in application of the bail-in tool, existing shares should be cancelled and liabilities should be converted into shares, specify the circumstances when third country resolution proceedings should not be recognised, further specify the conditions under which it should be considered that the target level of the financing arrangements has significantly deviated from the initial level, adopt criteria aimed at adjusting the contributions to the financing arrangements to the risk profile of institutions, define obligations aimed at ensuring the effective payment of the contributions to the financing arrangements and specify the conditions for the mutual borrowing between national financing arrangements.

On the basis of available data sources on bank debt finance and SMEs, the ex ante assessment shall cover, inter alia, an analysis of the SME financing needs at Union level, SME financing conditions and needs as well as an indication of the SME financing gap in each Member State, a profile of the economic and financial situation of the SME sector at Member State level, minimum critical mass of aggregate contributions, a range of estimated total loan volume generated by such contributions, and the added value.

Following an initiative of the European Parliament (creation of a new budget line – pilot project « Fight against terrorism” – in the 2005 budget), the Commission took the decision on 15th September to allocate 7 Mio€ to finance a set of actions which will enhance European prevention, preparedness and response to terrorist attacks, including consequence management, critical infrastructure protection, terrorist financing, explosives and violent radicalisation.
En réponse à une initiative du Parlement européen (création d'une nouvelle ligne budgétaire – projet pilote «Lutte contre le terrorisme» - dans le budget 2005), la Commission a décidé, le 15 septembre 2005, d'accorder une enveloppe de 7 millions d'euros pour le financement d'un train de mesures qui amélioreront la prévention, la préparation et la réponse européennes aux attaques terroristes, y compris la gestion des conséquences, la protection des infrastructures critiques, ainsi que les actions dans le domaine du financement du terrorisme, des explosifs et de la radicalisation violente.
