O. whereas, during the last two decades, Ukrainian society respected ethnic and linguistic diversity, but the current political, economic and social crisis in Ukraine has precipitated the dangerous process of constructing an ethnic and language division in the country; whereas both Russia and the EU are fuelling this division by supporting different parts of Ukrainian society;
O. considérant que, au cours des deux dernières décennies, la société ukrainienne a respecté la diversité ethnique et linguistique mais que la crise politique, économique et sociale actuelle en Ukraine a précipité le processus dangereux de mise en place d'une division ethnique et linguistique dans le pays; considérant que tant la Russie que l'Union européenne alimentent cette division en soutenant des pans différents de la société ukrainienne;

26. Calls on the Council and the Commission to play an active role in the ongoing process of constitutional reform in Bosnia-Herzegovina with a view to reaching an agreement among the political forces and in public opinion about going beyond the institutional framework as set out in the Dayton accords, to streamline and rationalise the present institutional architecture in order to create a more efficient and self-sustainable state, also with a view to future European integration, and in order to lay down the conditions for a representative democracy that eliminates the current ethnic divisions;
26. invite le Conseil et la Commission à jouer un rôle actif dans le processus en cours de réforme constitutionnelle en Bosnie-Herzégovine, à l'effet de dégager un accord entre les forces politiques et au sein de l'opinion pour aller au-delà du cadre institutionnel tracé dans les accords de Dayton, rationaliser et alléger la structure institutionnelle actuelle afin de créer un État plus efficace et plus autonome, dans la perspective aussi de l'intégration européenne à venir, et afin de créer les conditions d'une démocratie représentative mettant fin aux divisions ethniques actuelles;
