The current President of the Republic of Estonia, Toomas Hendrik Ilves, who was formerly a Member of this House, said the right thing in response to the events outside the Estonian embassy in Moscow, and this was what he had to say about them: ‘In Europe, it is not customary to demand the resignation of the democratically elected government of a neighbouring country; in Europe, it is unthinkable that the Convention of Vienna on the protection of diplomatic missions be disregarded’.
L’actuel président de la République d’Estonie, Toomas Hendrik Ilves, qui est un ancien membre de cette Assemblée, a trouvé les mots justes en réponse aux événements survenus devant l’ambassade estonienne à Moscou: «En Europe, il n’est pas habituel d’exiger la démission du gouvernement démocratiquement élu d’un pays voisin; en Europe, il est impensable que la convention de Vienne sur la protection des missions diplomatiques soit foulée aux pieds».

When these qualitative measures were being laid down, choices had to be made, and when the choices were cautious ones, large-scale liberalisation of the market has often remained a theoretical possibility only: the qualitative obstacles in fact prevent alternative suppliers from meeting demand from customers who are theoretically free to choose; in reality these customers are unable to choose any supplier other than their customary one.

For once a report by Parliament appears to rally to a realistic approach, and does not reject an initiative out of hand, as it has tended to do recently, under the pretext that it has come from the Member States and not the Commission. The report does not make the customary demand for a supranational European public prosecutor, a unified body of law, or indeed federal criminal courts. For once it seems to accept the intergovernmental approach as the most viable, and we can only rejoice at that.

2. APPRAISAL OF THE SITUATION The Community's humanitarian aid system suffers from a number of shortcomings: - absence of a financial system suited to humanitarian aid: it is impossible to make predictions in this field; - scattered and differing sources of finance and legal bases covering humanitarian aid; - lack of genuine capacity on the part of the Commission to manage the implementation of its humanitarian operations, resulting from inadequate material and human resources at Commission headquarters and in the delegations to suit the tasks performed and the volume of resources which must be administered; - insufficient coordination with the Member States, non-member country donors and customary partners in the administration of aid; - long-standing inability to cope with media demands: though the Community's emergency humanitarian aid is well known among governments and in non-governmental and international circles, the general public within and outside Europe are usually unaware of it.

To this end I am asking you and the other car manufacturers to review your wholesale pricing policies, and to take the following steps : A) Write a letter to all your dealers in the Community:- a) assuring them that when they receive orders for cars, even for models, specifications and options normally demanded only in some other Member State, your company is willing and able to supply them within a reasonable time period, which should not differ unjustifiably from the normal delivery period in the Member State where cars with those specifications are normally sold ; b) assuring them that such cars will be supplied to them at the same basic price as is customary for their regular supplies (apart from any extra costs necessarily incurred by your company in fulfilling such an order). Where a customer specifies a model not normally sold in the Member State concerned, the price should relate to the nearest equivalent model ; c) reminding them that, in accordance with Regulation 123/85 and the Notice clarifying the activities of intermediaries (O.J. Nº C329 - 18/12/1991), they are also free to supply intermediaries and to sell to dealers in other Member States, and assuring them that they will not be penalized in any way if they do so.

To give effect to, preserve and promote the treaty relationship's doctrine of mutual consent and reconciliation, Canada must not impose Canada's vision of the treaty relationship and Canada's standards for reconciling this relationship with government and corporate actions; Canada must not impose arbitrarily narrow time frames during which the elected leadership of First Nations must respond to the demands of the government, such as in the case of responding to notices of a pending federal government decisions; Canada must not create uncertainty in First Nation authority and community decision-making processes by imposing the jurisdiction of the federal government or institutions over matters that would otherwise be addressed by the elected First Nation leadership and through community-based processes; Canada must not impose any review of the First Nation customary laws, beliefs, values and principles by the federal government or federal institutions without a corresponding requirement for the federal government to take into account how the MKO First Nations perceive inherent, treaty, constitutional, individual and collective rights, as well as First Nations' concepts of transparency, access, and accountability; Canada must recognize that a source of many issues affecting the treaty relationship arise directly from the federal government policies, including the significant and persistent under-funding of education, social services, housing and infrastructure that are administered under the authority of First Nation governments and that are beyond the capacity of most First Nations governments to remedy.
