For the sake of harmonisation, the exemption from the requirement to present a certificate and analysis report for wine products being imported into the Community should be in line with the customs rules on exemption and the arrangements applicable to documents accompanying consignments of wine products within the Community.

The following recital is inserted: " (24a) In order to adopt the provisions necessary for the application of this Regulation, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of granting the requesting country the special incentive arrangement for sustainable development and good governance and to amend Annex I to this Regulation accordingly, adopting detailed rules for implementing the provisions regarding the reduction of Common Customs Tariff duties on the products under tariff heading 1701, suspending Common Customs Tariff duties on the products under tariff headings 1006 and 1701, requiring import licences for imports of products under tariff heading 1701, removing a country from the arrangement by amending Annex I and to establish a transitional period, suspending the preferential arrangements provided for in this Regulation, temporarily withdrawing the preferential arrangements in respect of all or of certain products originating in a beneficiary country, and amending Annex I to this Regulation.

Le considérant suivant est inséré: " (24 bis) Afin d'adopter les dispositions nécessaires à l'application du présent règlement, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité, en vue d'accorder au pays demandeur le régime spécial d'encouragement en faveur du développement durable et de la bonne gouvernance et de modifier l'annexe I du présent règlement en conséquence, d'adopter les modalités nécessaires à la mise en œuvre des dispositions relatives à la réduction des droits du tarif douanier commun applicables aux produits relevant de la position tarifaire 1701, à la suspension des droits du tarif douanier commun applicables aux produits relevant des positions tarifaires 1006 et 1701, à l'exigence d'un certificat d'importation pour les importations de produits relevant de la position tarifaire 1701, de retirer un pays du régime en modifiant l'annexe I et de mettre en place une période transitoire, de suspendre les régimes préférentiels prévus par le présent règlement, de retirer temporairement le bénéfice des régimes préférentiels en ce qui concerne tout ou partie des produits originaires d'un pays bénéficiaire, et de modifier l'annexe I du présent règlement.

17. Urges the Member States to ensure that their customs authorities effectively apply the Technical Arrangement and the spirit of the judgment of the European Court of Justice to Israeli cumulated products entering the EU under the diagonal cumulation provided for in the regional Convention; believes that the Commission should take the lead in coordinating such EU-wide efforts and should also take steps to create awareness among the customs authorities of the individual EU Member States as to how the Technical Arrangement should be applied to Israeli cumulated products; believes that the EU customs authorities should scrutinise the application of the Technical Arrangement more effectively in order to prevent abuse of the system of preferences;
17. invite instamment les États membres à s'assurer que leurs autorités douanières appliquent effectivement l'arrangement technique et respectent l'esprit de l'arrêt rendu par la Cour de justice en ce qui concerne les produits cumulés israéliens entrant dans l'Union dans le cadre du cumul diagonal prévu par la convention régionale; estime que la Commission devrait prendre l'initiative en coordonnant les efforts consentis à l'échelle de l'Union et prendre les mesures nécessaires pour sensibiliser les autorités douanières de chaque État membre de l'Union à la manière d'appliquent l'arrangement technique aux produits cumulés israéliens; estime que les autorités douanières de l'Union doivent surveiller la mise en œuvre de l'arrangement technique de manière plus efficace de façon à prévenir toute utilisation abusive du système des préférences;
