The second thing I want to say about communication is that it raises the question of what actual relation there is between the constant claim that we have to discharge the obligations into which we have entered, and our willingness to take a rigorous line with candidate countries both in the course of negotiations and in the run-up to them, in order to get these countries to make commitments and stick to them, when, in this debate – and congratulations to Mr Posselt – every conceivable back door is opened in the hope of getting one party or other’s favourite candidate into the EU before the Constitution has been adopted.
La deuxième chose que je voudrais dire au sujet de la communication, c’est qu’elle pose la question de la relation réelle entre l’affirmation constante que nous devons remplir les obligations que nous avons contractées et notre volonté d’adopter une conduite rigoureuse envers les pays candidats à la fois au cours des négociations et dans leur préparation, afin d’amener ces pays à prendre des engagements et à s’y tenir, alors que, dans ce débat - et je félicite M. Posselt - on ouvre toutes les portes possibles dans l’espoir que le candidat favori de l’un ou de l’autre parti adhère à l’Union européenne avant l’adoption de la Constitution.
