The reason they would have to do that is in order to alert both the community and other operators that there is a competitive opportunity available, which other carriers might not have taken up if they felt there were too many players in the market. But when you're down to the short strokes, the second last and last carrier out, rather than the old way where everybody who exited a market had to give 60 days' notice and they always sought an exemption and so on, when nobody really needs this, it's something that is pretty well known when it's happening.
