Financing of the programmes and projects shall be subject to compliance with the commitments contained in the EC-Turkey Association Agreement, Decision No 1/95 of the EC-Turkey Association Council of 22 December 1995 on implementing the final phase of the Customs Union(10) and all other related agreements and decisions, and the conditions laid down in Article 4 of Regulation (EC) No 390/2001, in the Accession Partnership with Turkey and in this Regulation.

In parallel, the Commission has implemented the Stabilisation and Association Agreement (SAA) with Croatia, which entered into force on 1 February 2005, as well as the Association Agreement with Turkey.
